Good understanding about Media queries, Flexible media, Fluid grid
Good understanding about frameworks like Twitter Bootstrap, Skeleton or similar and understand how they work with SharePoint without tamper with it
Good understanding about how to make display templates response
Good knowledge about how to use Design Manager
Good knowledge to understand wireframes and understand mockups
