Enclipse Corporation is seeking Senior Technical Specialist for our client in Sacramento, CA for 6 month contract! This is immediate position to fill and Deadline for applying to this job is 11/19/15.

PROJECT SCOPE/TASKS

The scope of this project encompasses the following tasks:

  • Facilitate Joint Application Development (JAD) sessions with customer representatives, developers, testers and other technical staff to ensure the customer's needs are being met.
  • Analyze business scenarios and identify impacts to staff and customers
  • Document and maintain to-be process flow documentation including business activities and diagrams
  • Conduct training sessions
  • Ability to work independently and use existing functional design documentation and online help documentation to further understand functionality
  • Excellent communication skills both writing and oral
  • Submit monthly timesheets
  • Prepare weekly status report.
  • Performs analysis and development of IT business processes to ensure adherence to sound business process and IT best practices for internal and external customer support and communications.
  • Attend project, staff, and management meetings as required
  • Attend change advisory board (CAB) meetings and ensure all enhancements to the system are properly documented and evaluated prior to going to CAB
  • Assist the Enterprise Test Office (ETO) with test scenarios and scripts.
  • Perform other duties as assigned by contract manager

Vendor Responsibilities

  • Work collaboratively with MADS Unit, ITSB staff, and all Health

Divisions

  • Identify and recommend business process changes or software changes that will increase efficiency or member/employer satisfaction
  • Lead the requirements and design of health plan updates (plan codes, plan names, zip codes, rollovers)
  • Facilitate requirements and design sessions by providing in-depth knowledge of the current processes/systems and documenting a future state
  • Write or clarify business requirements for system improvements
  • Coordinate and plan testing efforts with ITSB and ensure that roles and responsibilities are clearly defined
  • Facilitating meetings with internal and external partners to resolve issues, as well as implement process improvements
  • Provide monthly status report of activities completed, activities planned, issues, and hours used and available
  • Perform Knowledge Transfer training, as specified by the Project Manager
  • Other duties as assigned by the MADS Manager or designee

Vendor Project Requirements and Skill Sets

  • Must be able to analyze data and situations, identify and solve problems, reason logically, draw valid conclusions, and develop effective solution
  • Must be able to apply creative thinking in the design of methods for processing data
  • Must be able to establish and maintain cooperative working relationships with others
  • Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents
  • Proven abilities in problem management and process analysis
  • Ability to create, manage and enhance customer relationships
  • Must be able to work on-site at Lincoln Plaza North

KNOWLEDGE TRANSFER

Ten days prior to the end of contract termination, all work products and deliverables, including but not limited to project status reports, meeting minutes, test cases, test outcomes shall be placed in a project directory specified by the Business Analysis Manager. If deemed necessary, the Business Analysis Manager may request that the vendor provide training and knowledge transfer of these materials to ESDD staff or program area staff or management.

MINIMUM QUALIFICATIONS

Required qualifications for this engagement include:

  • Must have the following experience based on the scope of work.
  • Must possess a minimum of five (5) years' experience in project work in the specified area(s) of knowledge; at least three (3) years of said experience must have been at a high level both technically and in measure of responsibility
  • Must have experience in the analysis, design, development, installation, implementation, procurement, and/or technical support duties within specified data processing systems, multifunction office automation systems, microcomputer systems, and/or teleprocessing networks.
  • Must be able to monitor and resolve problems with information processing system hardware, software, and processes.
  • Must have experience in the analysis, design, development, installation, implementation, and/or technical support duties with data processing systems.

DESIRED QUALIFICATIONS

  • Knowledge of Business including Retirement, Health and Financials
  • Excellent analytical, interpersonal, writing, research, and personal computer skills
  • Complete understanding of the System Development Life Cycle (SDLC) is highly desirable.
  • Knowledge of data processing concepts and current industry trends and ability to apply that knowledge to evaluating business processes for critical IT efforts.
  • Knowledge of project management practices and principle
  • Basic skills in data, performing queries, looking for patterns in data, data modelling, designing reports and locating test data
  • Strong facilitation skills, able to synthesize key points/issues and present to stakeholders.
