Description

I am looking to hire a chartered Accountant for one of my public sector client.

Please see the below job specification:

As a pro-active self-starter with a range of skills you will work within the Certifying Authority (CA) team, based in Hemel Hempstead, one of the three designated bodies who are responsible for the management and compliance with EC regulations of England's ERDF programmes.

The main functions of the Certifying Authority include:-

  • Drawing up and submitting to the Commission certified statements of expenditure and applications for payments
  • Ensuring for the purposes of certification that is has received all adequate information from the Managing Authority (MA) on the procedures and verifications carried out in relation to the expenditure included in the statement
  • Taking into account for certification purposes the results of all audits carried out by the Audit Authority (AA)
  • Maintaining accounting records in a computerized form of the expenditure declared to the Commission
  • Keeping an account of the amounts recoverable, and of the amounts withdrawn following cancellation of part or all of the contribution of an operation. Amounts recovered shall be repaid to the general budget of the European Union prior to the closure of the operational programme by deducting them from the next statement of expenditure.
  • Providing constructive challenge to senior management on change proposals which will affect the business area
  • Critically appraising different options, ensuring that all courses of action have been explored and clearly understood
  • Maintaining effective performance in difficult and challenging circumstances, encouraging others to do the same
  • It is desirable that you have a strong understanding of government finance, Managing Public Money

Key Task Deliverables:

1. Assurance and Compliance Management Team policy lead responsible for interpretation of changes to regulations, or guidance notes issued in relation to accounting.

2. Information Technology. Technical lead for the team for the design and development of the elements of the new IT system for the programme which are needed to produce the annual accounts, and consider potential contingency options

3. Technical Working Groups Lead for the team on the reporting working group, driving and overseeing the overall approach to financial reporting solutions.

4. Process Development and Engineering

a. Lead on new processes to cover newly introduced annual accounting and reporting requirements

b. Align accounting process with other European client programmes where applicable

c. Work with Business Partner and Corporate Finance colleagues to ensure that budgets are set up and presented in a transparent way

d. Lead on providing management information and financial advice and challenge on policy propositions including identifying the correct accounting and budgeting treatment required
