Our Client is heavily investing in new capabilities to support Health Plan claims processing. These capabilities are supported by large complex multi-year IT projects including the current billion+ dollar ClaimsConnect claims systems replacement program. The IT HP Claims Sub-Portfolio seeks an experienced Program Manager to work as a thought partner with our business clients to ensure the successful delivery of these IT solutions. You will be joining a high performing motivated team of business and IT professionals eager to deliver outstanding solutions against aggressive timetables.
As a Program Manager, you will have overall accountability for the successful implementation of major initiatives and programs. You will own work plans, schedules, budgets and overall deliverables. This individual identifies needed resources, defines roles and responsibilities and arranges for assignments of key project participants. To be successful this will require balancing of schedules, scope, and budget and renegotiation with vendors and sponsors. Ongoing communications is critical including reporting of tasks, deliverables, budgets, and escalation of risks and issues.
Basic Qualifications:
Bachelor's degree in a related field and/or a minimum 4 years of equivalent work experience.
A minimum of 10 years of Program/Project Management experience.
Advanced knowledge (broad expertise or unique knowledge) of policies, practices and systems.
Demonstrates deep understanding and knowledge of IT methods and project management and applies this in all stages of project/program.
Requires advanced knowledge of own area of functional responsibility and working knowledge of multiple related functions.
Recognized as a leader in project and program management.
Ability to influence others and build strong partnership with others.
Team and Service oriented.
Understands funding mechanisms including relationship between project/program budgets, multi-year plan, regional budgets, long-range financial plan, and member rates.
Demonstrated strategic thinking skills.
Ability to deal with people dynamic with minimal guidance.
Ability to resolve conflict with minimal guidance.
Requires a broad range of highly complex decision-making.
Requires the persuasion, presentation and/or negotiation of functional strategies, philosophies, policies, and/or opinions in order to substantially impact the function.

Desired Skills:
- PMP Certification
- Program management experience across multiple sites, managing between 20-40 work tracks; scope is usually strategically critical, supporting national business objectives.
- Experience in IT including experience leading IT development and implementation of highly complex, large scale, multi-location, multi-year corporate IT initiatives.
- BA or BS or MBA.
- Healthcare industry knowledge.
- Information technology experience.
Soft Skills:
- Must have a positive attitude, and the ability to work and communicate with all levels of management, internal and external vendors/partners, system integrators, etc.
