*Chief Finance & Corporate Services Officer - up to £900/day - 3-6 month contract - London*

Security Clearance: Must already hold DS clearance or be willing to undergo.

*Please note: there will be travel 2 days a week to Kent, Surrey and Sussex*

We have an exciting opportunity to join one of our key clients in London who are looking for a Chief Finance & Corporate Services Officer to join their team. You will be responsible for the development and delivery of a Finance Strategy for the CSU, ensuring a high robust internal financial control and management. To be accountable for the development and delivery of a commercially viable support services to Clinical Commissioning Groups and other customers, delivering a positive P&L in respect of Services under the post holder's control, including Finance and Corporate Services.

As a member of the Senior Leadership Team, support the development and delivery of a CSU business strategy, with a full options appraisal for future organisational forms, to ensure the organisation becomes robust, viable and freestanding. To be the Board lead for Finance, Governance and Risk Management. To be accountable for the strategic and operational development, management and planning of the Corporate functions, including Business Advisory Services, Legal Services and organisational performance including compliance and assurance against all standards appropriate to CSU and external stakeholders. Develop and maintain a robust corporate governance environment including compliance with the Service Auditor Reporting requirements.

Key tasks and deliverables:
*Provide advice and support to the Managing Director and the Board to ensure the CSU delivers the business plan and meets the milestones and trajectories required as part of the plan to support the transition from a hosted body to an autonomous viable business
*Be the Accountable Financial Officer for all dealings with NHSE until the CSU becomes autonomous, ensuring compliance with the NHSE's financial regime and all its business/corporate assurance processes
*Lead the provision of financial services and financially based commissioning services to CCGs to establish the Commissioning Support Unit as a market leading provider of commissioning support services
*Facilitate CCGs and other customers to make the best use of resources available and deliver real improvements in health and social care via the provision of appropriate quality support services offering VFM
*Regularly review the performance of the services under your direction, having particular regard service delivery issues areas of under/over performance and take the necessary action to resolve.
*Ensure the provision of reliable and high quality financial systems and processes that consistently meet business and customer needs and that they are aligned with and facilitate continuous quality improvements and efficiency gains across the organisation.
*Utilise market intelligence and performance data including benchmarking and horizon scanning to understand competitor standards and make improvements in service delivery accordingly to remain "best in field" or appropriate standards to be competitive (not all customers can afford "best in field".
*Take responsibility for the effective management of the CSU budgets and the delivery of financial targets and covenants
*Lead the production of an effective risk management strategy and CSU risk register.
*Provide strategic leadership for the CSU and with the Managing Director ensure its continuing development to be a commercially viable, customer focused organisation
*Ensure the CSU has a robust financial strategy based on profitability and growth
*As a Senior Leadership Team member, support the development of the CSU Business Strategy, including the development of an options appraisal for future operating models, to enable the CSS to support the ambition of becoming an autonomous organisation
*Ensure compliance with NHS England's financial regime and all its business/corporate assurance processes
*Ensure the delivery of high quality financial services in support of clinical commissioning groups, maximising the most effective use of public money to achieve tangible improvements in healthcare
*Provide professional leadership of the CSU Finance function and to ensure the delivery of a continuing professional development of all staff in this function.
*Develop staff and the CSU, ensuring that it has the necessary capacity, capability, systems and processes in place to thrive.
*Identify the governance requirements of the organisation and develop a robust Corporate Framework to meet these.
*Ensure the business strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
*Proactively manage the key risks and issues associated with the business strategy ensuring appropriate actions are taken to mitigate or respond

Essential skills and experience:
*Senior finance experience within NHS CCGs and CSUs
*Budget management
*Governance and risk management within an NHS environment at a very senior level

Desirable skills and experience:
*Commercial experience at director level outside of the NHS
