Enterprise Project Manager

Columbia, SC

1 year+ contract

Responsible for building and managing the project/program management office/function for IT. Defines and develops enterprise-wide IT project/program management practices, governance standards, processes and metrics. Ensures projects/programs are defined, tracked and communicated in a consistent and effective manner. Incorporates effective change and risk management controls. Partners with IT and business leadership and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria (return on investment, productivity, compliance). Directs project/program managers with business case development. Responsible for ensuring all projects within IT portfolios/programs are delivered on time, within budget and to an agreed quality level. Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools. This is a single incumbent position that typically exists in a large enterprise with multiple program managers and/or project managers as direct reports.

Remote Work Availability: 25%

Scope of the Project:

  • The scope of this engagement is to implement an integrated governance model for the multitenancy and intergovernmental approaches required by the Replacement MMIS (RMMIS) program. The Project Management Office (PMO) will deploy an Enterprise Project

Manager dedicated to the RMMIS program.

  • To achieve this scope of work, implement an integrated governance model, the Enterprise
  • Project Manager will be responsible for implementing the Replacement MMIS (RMMIS) integrated governance model by adopting the PMO's:
    • ITIL Governance: Supplier Management, Service Level Management, IT Service Continuity Management, Information Security Management, Change Management, etc.
    • Project Governance: Stakeholder Management, Project Management Lifecycle and System Development Lifecycle.
  • This integrated governance implementation includes intergovernmental, multi-state consortiums and other key stakeholders such as external vendors, data management and integration/implementation teams who will be managed via the ITIL v3 governance framework
  • ITIL Supplier Management and Service Level Management as defined by the PMO.

Required Skills:

  • Six years of Project Management experience
  • Experience with project management of large enterprise level projects with proven implementation success
  • Large scale production system implementation experience
  • Expertise of data governance/data stewardship principles, polices, processes, implementation, and tools
  • Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools.
  • Experience with large, enterprise, integrated IT systems project delivery
  • Successful implementation and business adoption of ITIL v3 or a Governance model in a large IT or large government organization
  • At least 10 years of experience in Information Technology and 5 years of IT Governance implementation and stakeholder management
  • Knowledgeable in ITIL Supplier Management, ITIL Service Level Management and ITIL Information Security Management
  • Experience working as a consultant in support of an organization and senior executives
  • Ability to communicate effectively both written and orally including the abilities to work with senior leaders (inside and outside the organization)
  • Ability to work well in a collaborative team environment.

Preferred Skills:

  • At least 10 years of experience in health care information technology including public sector (Medicaid, Medicare, Tricare), commercial insurance, and/or hospitals or other health providers
  • Extensive knowledge in industry standard project management methodology; ie, Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) with Project Management
  • Professional (PMP) certification preferred
  • ITIL v3, certification preferred
  • Understanding of the Medicaid Information Technology Architecture (MITA)
  • Understanding of the Medicaid Enterprise Certification Toolkit (MECT)
  • Public Sector

Education:

  • Bachelor Degree or equivalent experience
  • Master's Degree preferred.
