Management Accountant - Public Sector/NHS

A Management Accountant with strategic management, co-ordination and reporting of financial information and processes relating to the Passenger Services Admin budgets, including Purchase-to-Pay for our Public Sector client based in Newcastle Upon Tyne.

Key skills required for the Management Accountant - Public Sector/NHS

  • Overall in-year monthly budget monitoring and reporting (working with budget managers to track progress), and reporting to Finance, to the Director of Programme & Procurement Excellence in Passenger Services, and to the Managing Director of Passenger Services
  • Quarterly Review, mid-year and end-year reporting and management, including accruals.
  • Leading on establishing inputs to Spending Review exercises and Corporate Planning rounds
  • Advising and defending Passenger Services' actions on key business planning assumptions, trade-offs and opportunities for making effective use of underspends where relevant. Managing pressures and surpluses to ensure that Passenger Services remains within all control totals and making recommendations to the Senior Management Teams (and others as required) on action to ensure compliance with this.
  • Supporting the Project-Based Approvals process (Passenger Services has a delegated approval which allows us to manage consultancy spend approvals locally, with only infrequent liaison with the Cabinet Office's Efficiency & Reform Group)
  • Developing and updating our understanding of 'typical' stage and total costs of procuring a franchise through data from completed competitions
  • Leading the relationship with our Finance Business Partners
  • Day-to-day line
  • Day-to-day line management of the Deputy Finance Manager (HEO), and management of the rest of the team (comprising Purchase-to-Pay Manager and Finance Assistant), with responsibilities
  • The Admin Purchase-to-Pay process in Passenger Services
  • The migration of services from the current Shared Services platform to the replacement Agresso service (timetable for the change is awaited)
  • Transparency and associated reporting the role may also expand to manage certain items of Programme spend, although a separate team is in place to manage the bulk of the latter.
  • High-level of competence with MS Excel
  • Ability to work in a very fast-moving organisation
  • Ability to work confidently with limited supervision
  • Accountancy part-qualification or equivalent

Please note that the successful candidate must either hold current DS (Disclosure Scotland) Clearance or be willing to undergo security vetting in order to obtain the level required.
