IFR Compliance Manager, EU Regulations, PSR2009, Card Services, Chester, 6months

A Financial Services Company is looking to appoint an experienced Compliance Manager to drive forward a IFR Project in its offices in Chester on an initial 6 month contract.

This role will report to the Head of Payment Partnerships & Operations, the primary objective of this role is to ensure that the client remains compliant with the evolving interchange fee regulations (IFR) and guidance from the Payment Systems Regulator (PSR) in accordance with the new IFR policy relating to articles 4 and 5 of the regulation.

You will engage with all internal areas of the company from Legal, Compliance, Finance, Technology, SICM and Payment Partnerships to ensure that the business operates within its risk appetite and drives through the systemic changes required to have a fit for purpose reporting system. Furthermore you will have an external obligation with the major regulators and Card Providers

The role will also be accountable for the production of the network, wallet provider, and budget reports through the management of the Finance and Reporting manager in addition to providing cover and approvals for said reports.

Key Accountabilities and Responsibilities

  • Ensure adherence to IFR policy through
  • Maintenance of procedures and desktops in accordance with IFR policy.
  • Production of regular transaction cap monitoring reports.
  • Production of regular net comp monitoring reports working with Payment Partnerships and other LOBs to ensure all payment flows are captured.
  • Investigation of any identified exceptions and appropriate escalation to senior management.
  • Recommend appropriate action to take regarding exceptions identified working with multiple key stakeholders to gain consensus and approval on approach.
  • Drive change program to improve reporting infrastructure to enable demonstration of compliance to auditors and regulator and keep pace with changing requirements.
  • Maintain accessible repository of legal advice regarding IFR.
  • Establish, maintain and evolve appropriate governance routines regarding IFR compliance.
  • Responsible for the appointment and management of independent auditor in keeping with policy to satisfy PSR requirements.
  • Responsible for supporting internal testing & monitoring of IFR compliance.
  • Will work with Compliance and other stakeholders to fulfil PSR data requests.
  • Manage and develop 1 FTE creating succession plan.

Essential Experience and Technical Qualifications

  • Previous experience in the control/compliance industry.
  • Understanding of IFR.
  • Deep knowledge of control, compliance and risk environment.
  • Understanding of payment network systems and processes.
  • Deep knowledge and practical application of financial modelling and forecasting techniques.
  • Understanding of payment partner expense and revenue drivers.
  • Knowledge of end user computing best practise.
  • Expert level capability for MS Office products particularly Excel.
  • People Management and development experience.
