Description

Procurement Specialist/Reading/Contract/£250/OJEU/EU legislation

The Role:
*To provide professional up-to-date commercial advice on all procurement and contract matters that is compliant with all relevant legislation.

*To support the service in the delivery of Corporate Plan and service plan at an operational level, including delivering relevant work plan.

*To deliver professional procurement processes that are transparent and deliver value for money wherever possible through the engagement and influencing of internal stakeholders.

*To provide procurement and contract management support continuous service improvement, including the introduction of corporate procurement templates and guidance to operational staff to support, and leaner processes through an e-tendering platform.

Responsibilities:
*To support, develop, plan, and deliver the compliant and transparent procurement function by:
*Support the procurement function in the delivery of outcomes including achieving savings and efficiencies against contracts and procurement projects, giving regular feedback and providing support/advice to deliver compliant, value for money to agreed deadlines;
*Delivering a compliant procurement solution to meet the internal customer requirements from end to end; writing specifications, obtaining quotes, managing tenders, stakeholder groups, evaluation processes and contract award for processes above £50k, including above OJEU threshold, in line with the authorities standing orders and EU legislation.
*Ensuring compliance with Contract Standing Orders and relevant legislation, ensuring value for money and maintaining the Contract Register and department work plan;
*Support the driving of continuous service review and improvement, challenging existing practice and actively seeking more efficient ways to achieve better leverage and better outcomes from third party spend;
*Deliver efficient procurement solutions through the utilisation of corporate template, processes and terms and conditions, providing support to key staff to manage straight forward tenders below £50k;
*Achieving and retaining long term financial savings with partners by fully exploiting frameworks, collaborative working and application of a category management approach as appropriate;
*Contributing to projects including providing advice on best practice and changes to the EU Procurement Regulations;
