Description

Commercial Manager required for Public Realm Contract based in Hereford. The council's public realm contract for providing services includes highways, public rights of way, parks and open spaces, street cleaning and street lighting.

My client was awarded the contract in 2013 and the procurement for the contract set out to achieve the following objectives:

  • Ensuring the Public Realm is accessible, safe, clean and well-maintained
  • Maintaining the delivery of essential services
  • Achieving value for money, facilitated by process improvement and transparency through open book accounting
  • Achieving service delivery which is efficient and responsive to local needs and priorities and
  • Contributing to the regeneration of the economy and social capital in Herefordshire

This key role will provide commercial lead and commercial support to the contract teams and input to highway infrastructure and street scene during the delivery phase.

The role requires detailed contract knowledge and analytical appraisal, risk analysis, mitigation appraisal & costing and production of commercial reports.

The principal aim will be to ensure capture of full entitlement and value and deliver a complete change management process in particular to recognise and negotiate settlement of compensation events.

This diverse role includes working closely with our client representatives, commercial, finance and contract delivery teams, particularly in relation to:

  • Sub-Contract management
  • Commercial issues arising in connection with client change
  • Risk management
  • Document control and process management
  • Staff retention & development

Key Responsibilities/Duties

  • Managing commercial staff on a day-to-day basis
  • Demonstrable experience of making a material contribution to improving the returns on contracts.
  • Good highway and contract knowledge and practical application.
  • Practical experience of assisting with delivering proposed solutions
  • Production of commercial, financial and management reports
  • Project management and Risk management expertise to control business risks
  • Preparation and delivery of the subcontractor accruals, application for payment to West Sussex, risk schedule and CVR.
