Description

Change Manager with PRINCE2 and MSP qualifications required for 6-12 month contract with public sector client in Edinburgh.

Duties will include:

  • Undertake management reporting to Board level and take the lead in internal governance of the corporate change portfolio, programmes and projects, including review of progress risks and issues.
  • Identify all programme and project management resource requirements required for the successful delivery of the Programme of Work, and liaise with the Directors to ensure that adequate resources are put in place to support delivery.
  • Provide direct project management support to the programme and project managers.
  • Work closely with Directorates to ensure that the correct mix of programmes and projects are prioritised and undertaken to support delivery of the new Vision and mission.
  • Proactively work towards the successful handover of all programmes and projects from delivery in to business as usual.
  • Undertake monthly finance reviews of all programmes and projects within the change portfolio to feed into the monthly governance board meetings.
  • Undertake monthly risk reviews of all programmes and projects together with colleagues from Audit & Assurance Unit.

Experience required:

  • Prince 2 Foundation or equivalent
  • MSP Foundation or Managing Benefits Foundation
  • Significant experience of managing complex change programmes from start-up to delivery
  • Experience of project management disciplines eg PRINCE 2 and Managing Successful Programmes (MSP) and experience of implementation of major projects utilising these methodologies or equivalent
  • Knowledge of business transformation and complex programme delivery in government or public service particularly in a Scottish Government context.
  • Ability to communicate clearly to a wide stakeholder group using reasoned explanation to influence senior internal and external stakeholders
  • Coaching and Mentoring skills to enhance the understanding and experience of a Corporate Change Unit in the transition to a Portfolio management Office
  • Analytical skills to evaluate the performance of programmes and projects, identifying opportunities to maximise the benefit of major investment.

Candidates will be required to either already hold a valid Disclosure Scotland certificate or be willing and able to apply for one prior to CV submittal to the client.
