Description

Sopra Steria Recruitment is working in partnership with a major public sector in the UK. We are currently recruiting Commercial Manager for 8 months contract initially with possible extension.

Key tasks and deliverables:

  • Proactive contract management (£8-30M pa across several suppliers)
  • Development of the project Demonstrate & Manufacture tender pack
  • Execution of the procurement strategy
  • Mgt and oversight of 1 x commercial FTE

Additional information specific to this role:

The Warship Support team within the Ships Operating Centre are seeking commercial support to the Type 45 Power Improvement Project. This Category B project has attracted senior military, political and media interest and represents a challenging but exciting opportunity to update the T45 power system. The project will consider how best to procure a technical solution which delivers best value for money, seamlessly transitions into wider support constructs and satisfies demanding performance, cost and time imperatives.

This role requires the following experience:

  • Procurement/commercial 3 years demonstrable experience to let and manage contracts (£2-10M)
  • Experience in drafting statements of requirements and tender packs
  • Experience in direct/engineering products, medium or major projects
  • Competency in application of EU Procurement Regulations (ideally within defence environment)
  • OJEU experience is ideal
  • Familiarity with ITAR
  • Negotiation preparation and negotiation experience recent
  • Defence/maritime sector experience not necessary but useful
  • Knowledge of client's DEFSTANs and DEFCONs highly desirable
  • Familiarity of GFX management desirable
  • Current SC essential with experience in managing protected and sensitive information
  • Excellent analytical and IT skills
  • Experience of strategic supplier management desirable
  • Good stakeholder and team work track record in articulate reports to senior stakeholders
  • Familiarity with pricing models and incentivisation approaches (eg risk transfer, gain-share etc)
  • Ability to identify and agree delegations of work for the Authority to engage with contractors and suppliers
  • Agile and capable of integrating into project teams and contributing quickly
  • Experience of Tender drafting and evaluation, clarifications etc Recent
  • Experience of identifying requirements and establishing through life support contracts
  • Experience of contracting for in-sourced/out-sourced service provider
