Description

Networkers are currently looking for an Engineering Lead for a large Public Sector organisation located in London for 3 - 4 months.

This post is to lead on a number of engineering infrastructure and associated workstreams under direction from the Deputy Director - Design and alongside the Architectural Lead. They will manage a small team of Design Managers from a variety of professional backgrounds who are responsible for delivering the full and diverse range of engineering design workstreams associated with the design.

This will include;
Mechanical & Public health engineering services,
Energy Centre design, energy efficiency, sustainability and the environment including BREEAM,
BIM,
Acoustic engineering
Specialist building physics and energy modelling
Electrical building services engineering, lift design & controls, specialist lighting design, power networks design,
Public address systems, broadcasting & telecommunications
ICT and Data Systems
Fire system design (including fire engineering)
Design for the protection against the effects of weapons and blasts, chemical, biological, radioactive and nuclear (CBRN) attacks
Electronic and physical security systems

The successful candidate will be required to help coordinate the various user groups relevant to each design workstream in the programme, working with a wide range of internal stakeholders and external consultants.

DESCRIPTION OF DUTIES:

*Pro-actively lead design workstreams and be the point of contact for internal stakeholders and external consultants.

*Responsible for ensuring that design workstreams are adequately defined within Scopes for NEC Professional Service Contracts through a process of task orders.

*Support and advise the Deputy Director, Design in accessing the quantity and type of consultancy support required. Consider and then fully prepare outline budgets for design workstreams, referencing value for money considerations over the timeline of these workstreams. Ensure that all workstreams go through an internal design review process at each RIBA stage.

*Liaise and communicate with all stakeholders throughout the life time of the project, including pro-actively anticipating and planning for possible variations. Ensure that the needs of users and all other stakeholders are fully and properly understood and accounted for within design(s).

*Provide guidance and advice based on professional skills to feed into business case(s) to the required standards and in accordance with the agreed guidance.

*Accountability to the Deputy Director- Design to ensure that engineering workstreams remain within the agreed scope, quality, timescales and within approved funding and should the scope change and/or costs change, seek revised approval.

*Carry out quality assurance reviews of documentation produced by Senior Design Delivery Managers to check for errors, accuracy and compliance/consistency with the agreed standards policies and procedures of both Houses. Ensure regular reporting on time, cost, and quality, including use of reporting systems.

*Ensure surveys or specialist design elements are procured and managed in accordance with House guidelines and procedures and incorporate environmental and sustainability initiatives into projects where possible.

*Keep abreast of and provide advice on how changes to regulations, legislation, codes of practice, and current design standards could support design workstreams.

*At completion, ensure that the completed deliverables and documentation are in accordance with the approved scope, subsequent changes and meets with the agreed authority standards.

*Drafting and proofing of comprehensive reports to the Programme Board/Board sub-groups as appropriate, particularly highlighting key issues and risks and providing recommendations for mitigation. These reports will need to be understandable to a lay audience without omitting key technical information so drafting experience and skills are vital here.

*Draft and provide reports to Committees of either House of the Authorities and attend these as required by the Deputy Director Design.

*Overseeing teams of consultants and reviewing progress against workstreams, ensuring consultants accountability and reporting is in line with the agreed contract. Escalating any concerns to the Deputy Director if necessary using professional judgement on technical issues.

*Promotes proactive communication and teamwork through regular team meetings. Ensures that all staff understand the objectives and their own role in achieving them. Responsible as the oversight manager and role model to team demonstrating best practice.

*Develop, mentor and support your team members, fostering an environment that encourages personal development and enables individual members of staff to achieve their potential.

*Experience of inclusively managing, motivating and developing people, taking into account their personal needs and aspirations, in line with business objectives

*Maintaining cultural sensitivity and awareness in order to build rapport and relationships with a diverse workforce and clientele, including building successful teams of employed and consultants to ensure effective working relationships and effective delivery of the programmes workstreams.

*The first line of escalation in the event of difficulties arising in a project managed by a design delivery manager, supervising, managing and providing support as required. An essential contact for coordinating and managing groups of over 20 stakeholders in these workstreams, including senior staff of both houses

Essential:

Chartered Professional Membership of an engineering body such as the Institute of Mechanical Engineers (IMechE), Chartered Institute of Building Services Engineers (CIBSE) or Institute of Engineering and Technology (IET)

Candidates will need to demonstrate their bias in either Mechanical or Electrical Engineering on the application form in this section too
