Regulatory Specialists is required for a contract position in, London, UK.

Sopra Steria Recruitment working in partnership with a major public sector client in the UK. Our Government client is looking for a Regulatory Specialists this will be a contract role for 5 months initially with possible extension.

Job Summary
The post holder will support the RA Manager across South and South West London will support the service in the discharge of its functions. The role will be part of a team that ensures that the RA Department maintains its business focus, manages and escalate any related risks and issues. The role will provide team leadership in South London team and support the CSU RA Manager and the RA Operational Manager to ensure that project activities are implemented effectively and successfully delivered. The role will develop and maintain key working relationships with internal colleagues, external organisations and customers. The role will be an integral part of a team that will ensure that the department meets its performance targets and contractual obligations to all stakeholders.

Role specific duties and responsibilities

Business Focus

  • To undertake the processing of all key aspects of the Registration Authority process, principles and purpose.
  • To ensure compliance with the policies and procedures in relation to the RA process and CSU policies regarding the issuing and use of Smartcards.
  • To recommend changes for improvement to the policies and procedures in relation to the RA process.
  • To support the QIPP process by identifying efficiency savings and ensuring a quality service is provided.
  • Plan, organise, co-ordinate and undertake the issue of Smartcards to local stakeholders.
  • Plan and organise face-to-face registration appointments.
  • Co-ordinate and prioritise the processing of Smartcard change requests from stakeholders within tight and sometimes over lapping timetables.
  • Respond to and negotiate the scheduling of registration meetings for the various stakeholders to fit the resources of the RA service which may at time conflict with other scheduled arrangements.
  • Ensure identity requirements are communicated to the affected stakeholders prior to the registration meeting using email or telephone.
  • Verify the Smartcard applicant's identity by viewing original documentation that confirms proof of residence and personal identity.

Information Storage and systems

  • Operate the following information systems: Spine User Directory (SUD), Card Management System (CMS), Care Identity Service (CIS) and Enhanced Reporting Service (ERS).
  • Operate the SUD to record Smartcard holders' personal details, RBAC codes and generate Smartcards.
  • Provide Smartcards for use with but not limited to;
  • SystmOne
  • EMIS Web
  • Choose and Book
  • Summary Care Record Application
  • Secondary Users Service
  • Other GP Clinical systems
  • Carry out maintenance activities using CMS such as unlocking, updating, cancelling Smartcards.
  • Utilise UIM to create and process Smartcard applications and modifications.
  • Devise and maintain a filing system for each stakeholder to ensure confidentiality of personal information provided is maintained as part of the authentication process.
  • Maintain a locked and secure storage system whose access is limited to RA individuals who actively process registration information.
  • Apply Role Based Access Control (RBAC) model to all NCRS applications. Identify and appoint appropriate Sponsors within stakeholder organisations.
  • Responsible for the regular maintenance and safe storage of all RA equipment, including Smartcard printers, blank Smartcards, printer cleaning equipment and printer ribbons.
  • Responsible for the safe use of equipment that belongs to other organisations when working on their sites, such as PCs and IT networks at GP practices.

Policy and SOPs

  • Comply with the National and local registration policies, procedures and guidance particularly
  • Registration Authorities:
  • Governance Arrangements for Organisations,
  • National Care Records Guarantee,
  • Registration Authority Policy and Procedures,
  • Data Protection act.
  • Ensure Smartcard users have only one CRS Smartcard issued to them showing their User's Unique Identifier (UUID) and photograph, and that users are aware of their responsibilities relating to Information Governance and Smartcard use.
  • Ensure removal of Smartcard access to NCRS applications is carried out in a timely manner and with the Key Performance Indicators (KPI) of any Service Level Agreements in place.
  • Ensure that the operation, distribution and storage of workforce information comply with the Data Protection Act 1998.
  • To ensure that dates, times and locations of appointments are made available to the rest of the RA

Team, in accordance with the Trust's Lone Worker Policy.

Reports

  • Receive and action HR reports of leavers, starters and transfers.
  • Run performance and information reports from ERS using Business Objects to manipulate and analyse results.
  • Maintain a database of current sponsors for publication on stakeholder's Intranet.
  • Undertake internal RA audits as required, including implementing and monitoring any actions arising from the audit.
  • Interpret the audit results to identify training needs and/or opportunities for improvement to local procedures and working practices.

Training

  • Support the manager to plan and implement training using a variety of methods to other members of the RA team and customer base across the geographical location.
  • Provide verbal, written or printed guidance, advice or instruction to sponsors.
  • Provide one-to-one or group training of the operation of UIM to newly appointed Sponsors.
  • Respond to and resolve user RA problems in a timely fashion, regardless of any previously planned activities, escalating to the RA Manager or National Service Desk as required. This may require the recording of progress or outcomes on Helpdesk software.
  • Act as the RA specialist during GP projects to deploy to new clinical systems. Offer advice and knowledge to Surgery management as to the most appropriate access controls for staff groups in order to ensure patient security and confidentiality.
  • Undertake all training required to perform effectively. Maintain personal and professional development to meet the changing demands of the post and participate in appropriate training activities.
  • Assist the RA Manager in providing all aspects (within competency) of the on-the-job training to new RA Agents in small groups and/or on an individual basis.

Functional Responsibilities

  • Support the local RA Manager to plan, implement project activities for example those relating to SCR and CIS.
  • Contribute to RA team performance improvement.
  • Support the coordination of and participate in relevant internal and external working groups and provide administrative support where required and requested.
  • Provide relevant and timely update on own areas of work
  • Work with members of the RA Teams to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.
  • Report potential risks to the RA Manager and participate in activities that mitigate risks and issues.
