An exciting opportunity has arisen for an experienced Commercial Manager to work within Central Government on a contract basis. This position is based in Salisbury initially until March 2017 offering up to £340 per day Ltd.
Main Duties:
Provide commercial support in the placing of requirements and contracts through Dstl and MOD processes, using FATS and Defence based contracting skills.
The Commercial Officer will also support the management of procurements through the development and implementation of effective contracts with appropriate suppliers, considering internal needs and supply market characteristics.
The contractor will also be expected to use and understand a range of EU compliant procurement routes and tools as appropriate, making use of effective procurement approaches and processes to deliver value for money for Dstl.
Provide procurement and commercial service ensuring contracts and suppliers meet Dstl's requirements for operational and contractual delivery.
Manage procurements through the development and implementation of effective contracts with appropriate suppliers, considering internal needs and supply market characteristics.
Provide direct support and advice as appropriate, including acting as the 'advisor' on issues such as commercial approaches, evaluation processes and negotiation strategies.
Management and delivery of procurement activities, using Govt processes such as OJEU and MOD procurement tools.
Account Management of a Dstl Dept, focusing on their procurmenet Plan for the year and prioritising projects and work packages, and delivering high quality packages of work.
Procurements will be processed through Govt contracts where possible, and via normal procurement processes (OJEU etc).
There will also be a requirement to use the MOD framework "FATS", experience of this would be an advantage.
Essential Experience:
CIPS
Tendering and Placing contracts in accordance with Public Procurement Regulations
Knowledge of EU Directives/Procurement Law.
Expereince of using the MOD framework "FATS"
Ideally experience in Defence Contracting or as a minimum experience in Govt contracting
Knowledge of Finance/Procurement systems - ideally the Oracle Peoplesoft application
Experience in Account Management and subsequent delivery of procurements
Track record in delivering complex procurements in a defence industry
