Location: Madison, WI

Duration: 8 months (Possibility for Extension)

Description:

  • The Client- Office of IRIS Management (OIM) has procured, developed and implemented a web-based centralized case management system referred to as Wisconsin's Self-Directed Information Technology System (WISITS). This is the only centralized case management system in the department and has brought efficiency and benefits both to the people served in IRIS as well as client. There are currently 700 users from 9 different agencies utilizing the system. The number of users will continue to grow as more providers are certified in the IRIS program.
  • This candidate's responsibilities include but not limited to, learning the different roles of the IRIS OIM state and contracted staff as well as the day to day operations of how business is conducted in the areas of critical incident reporting, budget amendment and one-time expense requests, restrictive measures, notice of actions, disenrollment, fraud monitoring and detection, provider accreditation, appeals and grievances, and record review collection and reporting. Once these areas are learned the candidate will assist in translating manual processes or those processes conducted outside of the WISITS system into business rules and work flows in order to be incorporated into the system.
  • The candidate will work in parallel with the business analyst, system administrator, and the external contract providers to better understand barriers to efficient delivery of IRIS services to consumers. The candidate will also be responsible for understanding the day to day operations of contract IRIS consultant staff and develop recommendations of policy enhancements and business automation that will directly correlate to system changes and enhancements.
  • The candidate will be tasked with working with internal client stakeholders on data warehouse development to create a repository for certain data collected via the WISITS system. This will include source to target mapping exercises. The candidate will also work with client IT staff to develop system requirements for interfaces between the WISITS system and other client systems such as CARES, FSIA, and ForwardHealth.
  • The candidate will also be responsible for working with contracted Fiscal Employer Agents to understand the FEA day to processing of participant hired worker timesheets and provider claims in order to create system work flows to make processing of this information more accurate and decrease opportunities for fraud and/or human error in claim processing.
  • The candidate will also have the overall responsibility of developing recommendations for changes to current policy, business rules and work flows to increase efficiency in program administration and intuitiveness and cost effectiveness of system development and maintenance.
  • The IRIS Program is a Wisconsin Long Term Care program that serves over 13,000 Wisconsin residents employing 15,000 direct care workers and it is critical that client continues a comprehensive structure to assure quality as well as program integrity. Strengthening IRIS Program Integrity and Quality is an ongoing goal and obligation of IRIS program, both to the consumers we serve and the Centers for Medicaid and Medicare and this position is essential component to achieve this goal and compliance obligation. The WISITS system is a state of the art case management system to further the goal of maintaining a high level of program integrity while provide quality long term care services to the participants in the program. The WISITS system supports case managers through automation of business processes. The project is still in phase one of implementation with a final phase being a participant facing portal that IRIS participants can access to manage their services and supports.
