Note: This is a contract position scheduled to start on and end on . This is not a C2C opportunity.
Scope of Services:
PURPOSE
This scope is intended to provide development of and support for web-based applications created with the appropriate development software, and includes the following:
1. Provide support for applications developed with ArcGIS Server and Portal for ArcGIS.
2. Assist with the migration of current ArcIMS applications to ArcGIS Server, as appropriate.
3. Provide technical support to appropriate Transportation Data & Analytics Office (TDA) staff for the purposes of cross-training.
WORK TASKS TO BE PERFORMED
Task 1 - ArcGIS Server/Portal for ArcGIS Support
ArcGIS Server and Portal for ArcGIS application support tasks will be assigned and coordinated by the TDA Office. The specific authorized duties include:
1. Provide assistance with the installation and maintenance of ArcGIS Server software.
2. Provide assistance with the installation, maintenance, and utilization of Portal for ArcGIS.
3. Develop and support new applications as necessary.
Task 2 - ArcIMS Application Support
ArcIMS application support tasks will be assigned and coordinated by the TDA Office. The specific authorized duties include:
1.Migrate existing ArcIMS applications to the ArcGIS Server environment, when appropriate.
2. Provide modifications and enhancements to existing applications as necessary. Test applications before deployment to ensure minimal user interruption.
3. Ensure that all applications are working properly. Applications must be running efficiently in order for appropriate Roadway Characteristics Inventory (RCI) staff to be able to utilize them.
4.Develop and support new applications as necessary.
Task 3 - Technical Support
Tasks will be assigned and coordinated by the TDA Office. The specific authorized duties include:
1. Provide assistance to TSO staff with ArcGIS Server, Portal for ArcGIS, and ArcIMS application development.
Education:
Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
Experience:
1. Experience in web-based application development with ArcIMS and ArcGIS Server.
2. Experience with Portal for ArcGIS and ArcGIS Online.
3. Experience with HTML5.
4. Experience with the FDOT GIS enterprise framework.
Primary Job Duties/Tasks:
Candidate will be tasked with including, but are not limited to the following:
1. Develop and maintain web-based mapping applications, including Florida Traffic Online, Official Mileage Viewer, and IView.
2. Assist customers with the use of the above applications.
3. Coordinate with OIT for the establishment of environments for the development, testing, and deployment of applications.
4. Provide and assist with technology and functional upgrades to web applications.
5. Migrate existing applications in order to incorporate the GIS enterprise framework, including the utilization of HTML5/JS.
6. Provide research, guidance, and training on the utilization of the latest spatial technologies, eg ArcGIS Server, ArcGIS Online, and Portal for ArcGIS.
7. Monitor and log application utilization.
8. Assist OIT with web application troubleshooting and provide solutions as issues occur.
9. Provide data refreshes for web map applications as required.
10. Create and share map services for consumption within the ArcGIS Server environment.
11. Perform regular health checks on web mapping sites and notify OIT of any issues.

4. Skills in working with ArcGIS application development software.
5. Skills in complex web-based application development.
6. Ability to work with the FDOT GIS enterprise framework.
7. Ability to learn new technologies.
