Description

Our client, a leading wealth management organisation requires a highly experienced CASS Oversight Officer to work with the CF10a to obtain oversight of the operational compliance with the requirements of systems and controls to achieve compliance with the FCA CASS Handbook and complete/submit the CMAR return.

Responsibilities:

  • Directly reporting to the CF10Aa in order to help provide operational Oversight of Client Money, and Client Asset Arrangements.
  • In conjunction with the Heads of Business Support ensure that appropriate systems and controls are in place to enable the firm to comply with the FCA CASS rules and regulations.
  • Further develop the CASS Operating Model with associated MI.
  • Organise and evaluate the output of regular testing of the firm's policies and procedures in relation to FCA CASS requirements.
  • In association with CF10a liaise with the FCA on client money and client asset related matters.
  • Overseeing completion and submission of the CMAR return.
  • Compile the annual report in respect of CASS Chapter 10 ( CASS Resolution Pack )
  • Promote good CASS compliance and awareness across the firm
  • Proactive challenge to the existing CASS processes
  • Review and monitoring of the relevant CASS MI, including exceptions and breaches.
  • Ensure adequate escalation guidelines are in place.
  • Participate in relevant CASS Industry forums.
  • Maintain up to date knowledge around the interpretation and development of CASS rules
  • Ensure relevant CASS policies and procedures are designed and operating effectively
  • Oversight of all CASS Breaches. Decision maker, in conjunction with the CF10a, FCA rules and Internal Policy, on FCA immediate reporting.

Must have experience:

  • A minimum of 8 years' experience in Operations Management
  • Direct experience of a CASS environment
  • Proven record of managing Governance Forums
  • Previous experience within a Risk and Control environment
  • Experience of Regulatory matters either directly or part of a firm wide delivery programme
  • Proven ability in Project Management, and Strategic Application.
  • Proven ability to lead and motivate individuals.
  • Strong leadership, influencing and management experience.
  • Proven effectiveness in management and oversight of systems and controls.
  • Demonstration of project management delivery
