Position Title: Senior Business Analyst
Location: West Sacramento, CA 95605
Work Type: W-2, Corp to Corp, 1099
Contract duration: 6 months + (strong possibility of extension)
Roles and Responsibilities
The experienced senior level Business Analyst (Contractor) will have extensive experience and knowledge of business analysis methods needed to support the development, maintenance, and enhancement of pension, financial or similar type systems. The Contractor will be responsible for following the System Development Life Cycle (SDLC) methodology while working with a variety of CalSTRS business areas on the elicitation documentation of business and system requirements.
Tasks may include the following:
Perform analysis for application design and office workflow automation:
- Conduct problem and impact assessment, gap analysis, process mapping, root-cause analysis, risk analysis and requirements elicitation;
- Resolve issues by using strong analytical and technical skills to address a variety of system related problems;
- Identify and clarify requirements using basic concepts and logical process and data modelling tools and techniques;
- Discuss proposed solutions to customers in a proactive/consultative fashion.
Maintain documentation:
- Maintain version control of all documentation; o Keep the master system artifacts updated;
- Manage the requirements repository system;
- Recommend refined solutions for requirements management methodology.
Analyze impact:
- To evaluate change requests on existing systems and recommend solutions and courses of action;
- Research and assess feasibility of commercial-off-the-shelf (COTS) products;
- Analyze the impact of the integration between the existing systems and a COTS or a third-party owned product.
Ensure quality and support success of projects:
- Provide coaching and training customers to maximize effectiveness of the requirements phase of each project;
- Provide peer reviews of requirements deliverables;
- Mentor less experienced business analysts to support consistency and advancement of team skills.

Skills and Experience
Candidate must have at least five (5) years of experience within the last twelve (12) years performing:
- Assessment of analysis scope and tasks
- Planning business analysis tasks
- Elicitation, definitions and documentation of various business, user, and system requirements
- Reuse and tracing requirements
- Perform analysis for business process improvement, application design and workflow automation
- Modeling and documenting functional designs
- Leading and working within cross-functional teams that include business subject matter experts, architects, developers, and testers
b. Candidate must have at least five (5) years of experience within the last twelve (12) years producing business analysis deliverables such as:
- Business requirements and business rules
- Functional requirements and/or functional specifications o Stakeholder requirements
- Transition plans and/or implementation requirements
- Traceability matrices

It is highly desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities:
Extensive experience with:
- System Development Life Cycle
- Requirements management using a requirements management tool o Requirements management industry best practice
- Developing process workflows
- Training all user levels
- Exceptional customer service and expectations management skills
- Experience facilitating joint application design (JAD) and/or collaborative design sessions
- Strong technical writing skills
- Proficient with established SDLC methodologies
- Strong peer-to-peer coaching skills, It is desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities:
- IIBA Certified Business Analysis Professional (CBAP or CCBA)
- Knowledge and experience in public pension and defined contribution plans
