Description

Senior Procurement Specialist with public sector experience, required for initial 2 month contract with public sector organisation based in either Edinburgh or Glasgow.

Duties will include:

  • Work effectively with a range of customers within the Central Government sector to deliver credible procurement strategies and contracts for the partner organisation. In order to deliver credible, mutually beneficial procurement strategies, effective engagement with customers is a key prerequisite.
  • Build and maintain good working relationships across Scottish Government, Partner organisations with customers and strategic suppliers.
  • Resolve conflict between colleagues and teams and provide advice and guidance on EU, policy and procedures requirements to partner organisations, staff and stakeholders to develop competency across team and the organisations.
  • Leading the development, planning and implementation of strategies for procurements and contracts optimising value for money for the shared service partner organisation.
  • Forming User Groups where required, formulating and implementing innovative procurement/contracting strategies based on comprehensive market research and in line with procurement policy and EU regulations. Through effective stakeholder engagement and through market/options assessment, you will develop optimum strategies for specific goods and/or services, with contracts awarded on the basis of best economic value for money for the public purse.
  • Active supplier management and customer engagement during the contract life cycle; review and revise contracts using product and market knowledge.

Essential Skills:

  • Requires a broad understanding with experience of application across procurement. Understanding and of public sector procurement landscape.
  • Competent in leading, project planning and implementing end-to-end EU procurement process for projects
  • Sound decision making and capable of making recommendations on best practice for the delivery of effective procurement, contract management processes and ensuring ongoing value for money.
  • Supports colleagues and customers to develop procurement policy & strategies
  • Ability to listen, understand and develop relationships with the stakeholder environment.

Candidates will be expected to either already hold a valid Disclosure Scotland certificate or be willing and able to apply for one prior to CV submittal to the client.
