The Lead System Analyst, in collaboration with and other stakeholders, will:

  • Designs data bases and data dictionary criteria.
  • Perform a variety of complex programming tasks, such as designing, documenting, and coding program logic.
  • Provide technical training, guidance, and resource support for end users and staff.
  • Define system requirements, priorities, and viable alternatives.
  • Coordinate the efforts of staff to locate, assess, install, test, and maintain computer software systems. Coordinates conversions and upgrades to vendor systems.

The Lead Analyst will also work with the team that will be supporting the process long term and provide knowledge transfer to those staff.

  • Ensure that the 834 system meets the needs of the state, carriers, and federal government agencies as well as other tangential project stakeholders.
  • Provide cross functional work that combines Business Analyst, System Analyst, Architect functionality for Back End processes with little or no font-end components.
  • Ability to design and execute test plans that anticipate the expected interactions with systems that are being developed along parallel timelines.
  • Produce Design documentation which outlines the general structure of the 834 processing flow as well as the detailed interactions between the various components. This includes specific interchange structures and requirements.
  • Ensure that the design of the 834 system fully integrates with the overall program. Ensure that the design is compatible with the architectural and security decisions that have been made for the system as a whole. Ensure that the designs allow for reuse and future compatibility where possible.

Project Environment

The Developer/Programmer will need to interface with a variety of individuals both on the project team and individuals outside the project team that may have a vested interest and can offer information pertaining to the project including:

  • Other Developers/Programmers
  • Project Managers
  • Business Analysts
  • Database Administrators
  • Information Technology Group
  • System Architects
  • All members of the QA staff (Managers, Supervisors, Leads, other QA Analyst)
  • DHS Business staff
  • External vendors
  • Stakeholder community including the counties and health care provider organizations
  • Other agency team members

Required Skills (to be scored as pass/fail)

The following skills are required for resource(s) being submitted. These are scored as pass/fail.

  • Knowledge of outbound and inbound 834 system design
  • At least 2 years' Experience with Federal 834 requirements
  • UNIX experience including text manipulation
  • At least 5 years' Experience reading the 834 EDI file format
  • 2 years' experience incorporating WCAG 2.0 and other accessibility requirements into projects.
  • Experience with secure coding principals such as OWASP Top 10, SANS top 25
  • Experience with IRS Pub 1075 and NIST 800-53 rev4

Desired Skills

  • Computer Science or Information Technology degree
