Our Central Government client based in London is currently recruiting for an Economist for their Programme Management Department. The role is for an experienced Project Manager with extensive experience in Finance.

Role Profile

  • Review work so far on costs and identifying benefits;
  • Monetise benefits and advise on how delivery should be reported;
  • Work with the client finance team to ensure the right cost information is captured;
  • Develop, agree and model assumptions for benefits, costs and savings;
  • Strengthen future business cases through advise, guidance and building a better understanding of appropriate approaches;
  • Review current approach to optimism bias and revise/refine as necessary;
  • Explaining research methodology and justifying conclusions drawn from research data;
  • Advise on the best way to present the economic case and draft technical sections (eg explaining methodology) as necessary;
  • Advise on approaches to weak data and carry out sensitivity analysis if appropriate.

Skills/Experience

  • A first or upper second class honours degree with at least 50% economics content.
  • A Master's degree in economics would be desirable.
  • Member of the Government Economic Service or understanding of its work.
  • Developing economic cases for business cases following the HMT 5 case model.
  • Experience of planning/project work.
  • Experience in economic modelling.
  • Developing economic models.
  • Developing business cases.
  • Understanding of information management.
  • Solid foundation in the core microeconomics principles and the ability to apply these to public policy and investment decisions.
  • Communicate effectively with non-economists, conveying the relevance and impact of economic concepts without the use of specialist terminology.
  • Be proficient in carrying out cost-benefit analysis for large investment projects, applying techniques such as monetisation and discounting. The candidate would desirably have some experience of this in the public sector.
