Front End DEVELOPER (FED) LEVEL 4

1. CONTEXT

This team is responsible for creating and maintaining IT systems for managing human resources at our partner. These systems assist DG Human Resources and Security (HR), the Pay Master Office (PMO) and the Personnel Selection Office (PSO) in carrying out their tasks in the various fields relating to human resources management (in collaboration with the human resources managers in the other Directorates-General) and financial rights.

The list non exhaustive of these information systems (IS) is as follows:

  • Corporate HRM IS (Sysper, Hrmforms, Epes, etc.)
  • Administrative IS ems (Assmal2, NDP, Recart90, etc.)
  • Financial rights IS (NAP, Sire, Mips, etc.)

All these information systems are built upon Oracle databases.

The team wishes to obtain the service of a Front End Developer (FED) of Level 4 (3 can also be accepted at the appropriate price) for Sysper, which is the integrated information system for the management of human resources in the European Commission. It replaces and completes the diverse systems which have been used for this purpose before. Sysper2 is considered to cover all needs concerning the treatment of information for the Commission's management of Human Resources.

REQUESTED PROFILE

1.1. Nature of the tasks

Non-exhaustive list of the tasks to be carried out:

  • Programming/maintenance of multi-tier applications (particularly the presentation layer)
  • Design and development of user interfaces for PCs, tablets, smartphones.
  • Design and development of application for mobile devices (tablets, smartphones )
  • Design and development of Rich Internet Applications
  • User ergonomics
  • Testing of web applications.
  • Installation and configuration of web applications
  • Migration and updates of web applications
  • Participation in meetings with project teams

1.2. Knowledge and skills

  • Very good knowledge of web technologies and standards (HTML, CSS)
  • Good knowledge of the design and development of web applications
  • Good knowledge of web application development frameworks, with a mandatory experience with MVC frameworks using strongly-typed languages (Java, C# or similar).
  • Good knowledge of JavaScript, including a basic understanding of its newest version (6).
  • Knowledge of relational databases
  • (Optional) Knowledge of tablet and smartphone applications programming
  • Ability to cope with fast changing technologies used in application developments - both in terms of learning and sharing his/her knowledge
  • Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
  • Ability to participate in multilingual meetings
  • Ability to understand, speak and write French or English
  • Ability to work in a team
  • Ability to work with a high degree of rigour and method and more specifically, to follow naming conventions and coding standards
  • Ability to work in multi-cultural environment, on a large project
  • As the applications managed and maintained in DIGIT.B.3 contain personal and confidential data, a high degree of discretion and integrity is required from all our staff members.

1.3. Education and Experience

  • Minimum 3 years of relevant studies and/or experience after the secondary school

4. WORK ENVIRONMENT/CONDITIONS

  • The work will be carried on the Commission's premises in Brussels;
  • The methodology used for development is based on RUP and Scrum;
  • The technical environment is based on Oracle 11g and WebLogic 12;
  • Eclipse is used as Java development environment;
  • Internet Explorer 11, Firefox and Chrome are the web browsers;
  • The tool used for database design is Oracle Designer;
  • TOAD is used as development utility for Oracle;

All documents must be written in MS Word 2010 (or higher).
