Description

Commercial Officer is Contract role Portsdown West, Hampshire, 12 months initially. We are looking for Commercial Officer for our Defence sector client.

Job Title: Commercial Officer - CIPS

Location: Portsdown West, Hampshire

Contract Length: UPTO 267 days

Essential Experience

  • Tendering and Placing contracts in accordance with Public Procurement Regulations
  • Knowledge of EU Directives/Procurement Law. - Experience of using the CLIENT framework "FATS" - Good interpersonal skills to develop relationships with customers and suppliers. -
  • Ideally experience in Defence Contracting or as a minimum experience in Govt contracting - Knowledge of Finance/Procurement systems - ideally the Oracle Peoplesoft application
  • Ideally CIPS qualified.
  • Experience of Defence Contracting
  • Experience of Govt contracting
  • Experience in Account Management and subsequent delivery of procurements
  • Experience of using FATS
  • Experience of Finance/Procurement systems such as Oracle PeopleSoft
  • Track record in delivering complex procurements in a defence industry

Additional Info:

  • Provide commercial support in the placing of requirements and contracts through Client and CLIENT processes, using FATS and Defence based contracting skills.
  • The Commercial Officer will also provide procurement and commercial service within their delegated authority limits ensuring contracts and suppliers meet Client's needs for operational and contractual delivery.
  • The Commercial Officer will also support the management of procurements through the development and implementation of effective contracts with appropriate suppliers, considering internal needs and supply market characteristics.
  • The contractor will also be expected to use and understand a range of EU compliant procurement routes and tools as appropriate, making use of effective procurement approaches and processes to deliver value for money for Client..
  • The contractor will also provide direct commercial support and advice as appropriate to customers within Client Depts and Functions. Knowledge and experience of research contracting would be an advantage as Client depts focus in this area. As a part of the role there will also be an element of Contract Management where required
  • Management and delivery of procurement activities, using Govt processes such as OJEU and CLIENT procurement tools.
  • Account Management of a Client Dept, focusing on their procurement Plan for the year and prioritising projects and work packages, and delivering high quality packages of work.

There may also be a need for Contract Management and Account Management of more than one Client Depts in support of other Commercial Staff when required Procurements will be processed through Govt contracts where possible, and via normal procurement processes (OJEU etc). There will also be a requirement to use the CLIENT framework "FATS", experience of this would be an advantage.
