Description

This role will also include the competency development and performance management of members of the project team.

You will champion the alignment of risk management processes and tools used throughout the business to align with the IP ERM framework, and oversee the delivery of risk management and systems training.

You will proactively engage and support varying business areas requiring Risk & Value Management services, develop bespoke Risk & Value Management plans as required and develop business cases to ensure resource levels matches funded demand.

You will be required to facilitate Risk & Value Management activities at all levels, including senior management and director level, and ensure your team is capable to deliver quantified cost and schedule risk and value management interventions at programme and project level as required.

Driven and forward-looking, you'll bring a strong knowledge of programme and project risk management and project control techniques.

Significant experience in delivering Risk & Value Management services, including business and project risk management.

The application of quantified analysis techniques, facilitation skills and the development and delivery of training programmes is essential. Significant people management and leadership experience is required to manage and leader an expanding team.

Ideally, you'll be a member of a relevant professional body, proven ability to manage a programme of works and have a strong analytical track record.

About the role

* Provide leadership and guidance in the development and implementation of a change programme delivering enterprise risk and value management, across a major programme or portfolio of regional programmes, together with their appropriate application to all stages of the project life cycle.

* Lead the management & facilitation of R&V processes to support the Regional/Major Programme/HQ objectives, in line with the IP R&V strategy, standards & governance requirements.

* Actively promote a Risk Management Culture & the application of R&V Management to support delivery & operations.

* Provide assurance to Regional/Route/Major Programme Directors, Head of R&V & Stakeholders on the appropriateness of the R&V processes & compliance to strategy, standards & governance requirements.

* Own and manage the strategic risk process, from the register to the risk management plans, on behalf of the programme. Establish programme level reviews of risk.

* Promote the joint evaluation of risks with appropriate significant stakeholders such as Department for Transport, TOCs, FOCs and contractor organisations to establish a basis for risk sharing and incentives.

* Drive the implementation of continuous learning for R&V within the Region/Major Programme.

* Ensure sufficient R&V competency, capacity & capabilities remain available to support the delivery & assurance of R&V within the Region/Major Programmes.

* Implement risk and value processes in such a way that the programme complies in a pro-active manner in compliance with corporate standards and QA procedures.

* Lead on the delivery of the ER&VM Change Programme within IP.

* Participate in the leadership and development of the wider R&V function, including the delivery of the required management actions to effectively treat the functional R&V threats & opportunities.

Job Skills, Experience and Qualifications

Essential

* Able to lead programme level risk reviews with Programmes and Assets
* Expert in all aspects of project and business risk management facilitation
* Must have full awareness and strategic knowledge of sector risk management applications, including Active Risk Manager and Pertmaster
* Able to build risk models in a number of applications, which accurately represent the complexities of cost, schedule and business risk, and provide insightful conclusions to risk and non-risk professionals.
* Can suggest appropriate risk assessments to non-specialists
* Can suggest appropriate risk management actions for identified risks
* Knowledge of risk management techniques.
* Knowledge of project management and project control processes.

Desirable
* Membership of the Institute of Risk Management or Association for Project Management Risk Practitioner.
* Experience in Network Rail's project management processes and procedures
