DESCRIPTION:

To provide executive oversight, project management and be accountable for the development and implementation of one or multiple programs being delivered through the IT Solutions Division. To oversee the development and management of a multi-phased and multi-year implementation plan for one or more various programs delivered through the IT Solutions Division that meets the company's strategies, policies and standards. To provide executive level strategic advice and direction to senior management and manage relationships for the engagement of a wide range of internal and external partners and stakeholders.

SKILLS:

- Senior level individual with 10 years of Senior IT program/project management experience

-Track record of successfully delivering multi-year $10M+ technology enabling transformation projects

- Experience managing third party systems integrators

- Experience leading major change management programs

- Strong project governance experience

- Experience building and managing large multi-disciplinary teams including IT, business and vendor staff

- PMP certification would be an asset

RESPONSIBILITIES:

- Provide executive leadership, planning and controllership and manages the delivery of a large scale modernization project on time and within budget. Expedites the implementation of priorities and ensures that project plans are in place, monitored and delivered on schedule and that project directions are consistent with business objectives and enterprise IT agenda and objectives.

- Responsible for the overall systems integration activities of one or more various programs delivered through the IT Solutions Division including coordinating, overseeing and ensuring timely performance by the vendor suppliers, the business and the IT organization. Provides direction for the effective integration of the business, vendor and IT teams and manages the key working relationship between the vendor and the company.

- Work with the vendor suppliers to implement Best Practice governance and management processes across the program by creating a governance structure for the ongoing relationship.

- Oversee senior level discussions and negotiations to engage/inform senior program and cluster management in the modernization process and gain buy in/consensus on critical decisions and deliverables.

- Oversee the development and management of a multi-phased and multi-year implementation plan for the project and the review, re-engineering and enhancement of innovative business processes, systems and structures (eg to address security, fraud and privacy issues) to improve service delivery and customer/client service in order to meet the growing demands of the stakeholders.

- Lead and coordinates project delivery, change management and communication strategies through the various stages of the project that supports change at all levels of the organization. Provides overall leadership for the assessment of risks, the establishment of broad mitigation plans and measures and the development of new business opportunities.

- Provide leadership for the conceptualization, development and implementation of a new technology platform including leveraging a range of creative and cost effective information technology (IT) solutions and strategies that support business and service delivery, operational business process improvements and enterprise IT systems and objectives.

- Provide overall direction for the procurement of third party services, to support the development of the technology and business applications. Provides strategic oversight and management of vendor relationships including the negotiation of contracts, service level agreements and the resolution of complex functional and strategic issues and problems in order to hold vendors accountable for driving results.

- Engage, builds and manages strong linkages and effective partnerships with a range of internal and external partners and stakeholders to develop a framework for the discussion, resolution and interpretation of broad policy and operational issues, gain consensus for/communicate the modernization strategy and investigate strategies to enable new business opportunities.

- Brief and provide executive level expertise and advice to the CIO and Corporate Chiefs on a broad range of project issues, decision points and emerging/contentious issues. Oversees the development of project governance products and reporting requirements and manages discussions/negotiations to gain support and approval of key initiatives and proposals.

- Create and promote a multi-disciplinary team environment and quality service centered culture which encourages working cooperatively as a team to achieve common organizational objectives and goals. Identifies priorities and program requirements for staff and builds teamwork and open communication to facilitate the dissemination of priorities, strategies and plans.
