IT Procurement expert

Client

Leading Belgian telecommunications operator

Context

The Excite program will transform the professional market towards a simplified (industrialized) environment requiring transformation of product/service portfolio and business processes, and implementation of a new IT landscape. It will support the EBU (Enterprise Business Unit) core customer/partner interactions & internal processes and will as such enable EBU to realize its strategic growth, retention, customer experience & internal efficiency objectives, while contributing directly to the digital transformation of customer/partner interactions.

The Excite program will as well influence the relevant processes and will deliver the required solutions to interact with the mass market landscape.

The program will be constructed based on 6 tracks, delivering the core domains of functionality & processes to develop & run the converged Telco-ICT business for Corporate & ME customers.

  • Track 1, Commercial Customer Interactions: will deliver tools & simplified processes for CRM, lead & opportunity mgt, sales funnel & salesforce mgmt. offer configuration & quoting, contracting & order intake
  • Track 2, Solution Design to Provisioning: will deliver systems for the design of the end-to-end convergent industrialized solution for the customer, decomposition of orders, orchestration of order execution (manual & automated tasks), configuration of needed platforms (both in Proximus as with partners) & the transition to (self-)servicing
  • Track 3, Servicing: will renew the toolset for a convergent customer incident, problem & change mgt, and will provide digital tracking & reporting capabilities for customers and Proximus agents & partners
  • Track 4, Invoicing: will deliver convergent invoicing for Telco services, converged ICT projects & services, cloud services & equipment delivery. The solution set will also serve invoicing of resellers, partners & CWS OLO's (for non-regulated services)
  • Track 5, Digital: will ensure a coherent & consistent digital experience across the tracks 1 to 4 and deliver common portals, reporting tools (eg relevant 360° views) & digital enablers. The track will liaise with the transversal programs Digital Proximus & Digital Workplace as part of the necessary enablers (eg Identity & Access Mgt) will be delivered by those programs
  • Track 6, IT Eco-system: will deliver common components & enablers needed to run this new IT landscape, eg central data mgt tools, Middleware, business transaction & operational monitoring tools that might be different from or complimentary to current tools given the cloud based architecture for Excite

Main responsibilities

In general:

1. Conducts and is end-to-end responsible for procurement projects (RFI, RFP, Contracting) in the IT domain (software, integration projects, managed services with possibly off-shoring

2. acts as a business partner meaning developing continuous relationships with internal stakeholders

3. Applies the existing procurement policies;

4. Contributes to cost optimization initiative;

More Specific:

Task 1

A system integrator (partner) is selected as trusted partner and the next months you will be (supporting the procurement manager in) negotiating a long term agreement related to:

- Implementation for Excite

- Business and change transformation

- IT Green field

- For a period of 5 years engineering and operations support

- Partner own investments

- Partner co-funding responsibility end-to-end.

This partner will as such become the most important partner for IT and our business.

Task 2

We will select around 15 new products to form the new Enterprise Business Unit backbone. It is our goal to go for SAAS-solutions. As those products will ultimately act as one system it will be your mission to support the procurement manager to negotiate with the oligopoly-players to align the terms and conditions of the different vendors to our terms whilst taking into the risks for Proximus.

Competencies

Procurement Strategy Development and Market Analysis

Fully knowledgeable regarding software and system integrator markets and a range of related market activities. Knowledgeable of the specific aspects of SAAS products and Service Integrator services, both technically and commercially. Assesses appropriate strategies and tailors actions accordingly. Understands industry cost structures and pricing mechanisms. Fully understands and can articulate and enact the principles of a strategic procurement approach. Can provide User/Market Intelligence in the development and implementation of strategy. Knowledgeable about SAAS markets and how they affect price, services, future growth, . Within their remit, will use specific market analysis to predict behaviour and supply risks to the organisation. Provides market analysis and advice procurement.

Regularly displays sound judgement and minimises risk by prediction. Recognised as a source of market expertise

Negotiation

Substantial and recognised knowledge and experience of when to negotiate, of setting objectives of successfully conducting negotiations across software contracting models, IT services and IT partnering agreements. Establishes key objectives. Leads on complex and strategically important negotiations. Develops detailed negotiation plans, and considers broad commercial and non-commercial factors in preparation and has a wide range of tactics at disposal. Provides negotiation advice and direction to the procurement manager and others within the organisation..

Legal

Has a thorough grasp of the legal issues that impact the function. Provides sound and robust advise on procurement and contracting strategy adjustment following legal boundaries. Reviews and influences the suppliers' terms and conditions in collaboration with Proximus legal advisors to ensure effectiveness and compliance with all corporate guidelines.

Your profile

  • Procurement expert with a soft spot for Law and IT
  • Proven track record in IT procurement with a working experience of 5 to 10 years with sound experience in SAAS-agreements and SI partnership agreements,
  • Can operate independently; pragmatic and result driven;
  • Languages: Dutch and/or French; and English
