Cost/Financial Modeller - DEFRA

A Cost/Financial Modeller with Service Inquiry experience is required to work on a 9 month contract (with scope for extension) for our government agency client based in Newcastle Upon Tyne.

Objective:

Pool together volumetric and cost data in order to inform SI revision to charge marine licenses.

Project specification for Fees and Charges SI Revision and charging for NSIPs

Background

To fulfil the 2015 spending review requirements the MMO must deliver:

  • A revised Fees and Charges SI by April 2017;
  • Revise primary legislation under the Marine and Coastal Act to include the powers to charge for Nationally Significant Infrastructure Projects (NSIP's) to ensure charges can be recovered from April 2019.The component work packages for each of the delivery objectives above are as follows:
  • These programmes of work would require previous legislative experience and knowledge of Managing Public Money and HMT guidelines.
    • Data gathering, cleansing and analysis from various systems and sources in order to inform financial modelling.
    • Gathering information on the gateway check processes to inform the current decision making process on case allocation and any feedback loops;
    • Extracting information from the time recording system on cases, types, bands, volumes and average case hours as well as caseworker effort by grade and band of case;
    • Extracting information from MCMS on project costs, type and other indicators that drive fee band;
    • Obtain information from Marine Licensing on current casework utilisation rates and processes;
    • Extracting information on relevant costs in line with Managing Public Money guidance, including staff costs, direct and overhead costs;
    • Compiling and presenting the above data into combined data sets as required to then use as the basis for financial modelling.
    • Liaison with Marine Licensing team, Licensing Business Management, HMT, Defra and external stakeholders
  • Financial Modelling, impacting proposed Better Regulation changes to the way the MMO currently structures their Marine Licensing Fees and Charges.
  • Refresh the existing model structure with the above data sets in order to review the cost per hour with the Fees and Charges remaining in its current state;
  • Model scenarios factoring in impacts from Better Regulation proposals, Audit and Risk Committee recommendations and any other scenarios as appropriate in order to identify options requiring further evaluation;
  • Production of an options paper which evaluates each modelled scenario and "do nothing" option.
  • Impact Assessment - Producing first draft of Impact Assessments for submission and engagement with Defra and HMT.

  • Required skills:
    • Previous experience of working across various IT platforms and data sources in order to extract datasets;
    • Experience of modelling complex and large datasets with multiple variables and scenarios;
    • Previous legislative experience and knowledge of Managing Public Money and HMT guidelines;
    • Strong problem solving, analytical and report writing skills;
    • Ability to communicate with a wide range of internal and external stakeholders.

    Multiple workstreams, project team size 3, however monthly catch up with internal stakeholders will be expected.

    The role is based in Newcastle Upon Tyne. This is commutable from Middlesbrough, York, Darlington, Scotland, the North, and the North East.
