Procurement Advisor - Public Sector

A Procurement Advisor will sit within a franchise-specific team within the Rail Group and report to the Procurement Lead, who is responsible for the development and successful implementation of the procurement process for a specific franchise competition.

Key skills required for the Procurement Advisor - Public Sector

  • Professional qualifications and experience of managing relationships with external stakeholders.
  • Experience of working in an environment of keeping accurate records and audit trails. Desirable Experience of public sector procurement processes.
  • Experience of working within a fast paced target driven team environment.
  • Managing budgets and resources (line management experience not required).
  • Development of Expressions of Interest (EoI) documentation. Using template documents and adapt them for a specific franchise competition.
  • Management of evaluation of Expression of Interest responses and production of evaluation report. Support production of documents including letters and presentations for bidder de-brief.
  • Set up and on-going management of Data Site used for the franchise competition, used by bidders to access information on the current franchise operations and finances to write bids.
  • Management of clarification ("Q and A") process from bidders during tender development and bid evaluation processes. Point of contact between bidders and the clients Project team. Manage regular review meetings of draft responses prior to issue.
  • Production of a Prospectus for the competition. Liaising and co-ordinating with those providing contributions and with the Departments publishing team.
  • Woking closely with the events team, lead on behalf of the project team in organising a bidders day which includes all interested parties with approximately 80-100 people attending.
  • Engagement with the supplier market and bidders, as well as incumbent franchisees. During the pre tender bid phase a bidder day and meetings are held with interested parties. During the bid development regular meetings are held with bidders.
  • Assist with development of Invitation to Tender material and supporting documents as required.
  • Providing advice to Ministers and senior staff on rail franchise competition matters.
  • Support wider project team to deliver efficiencies and secure cost saving opportunities for delivery of the overall project. For example making efficient use of budget for external advisors working on the project.
  • Work collaboratively with project team colleagues to reach project milestones.
  • Provide input to governance and assurance processes. During the competition there is a stringent governance process at each key milestone. The post holder will be required to provide and collate information as required for papers and presentations.
  • Support management of franchise competition-related risks, ensuring that the risk register is updated and relevant risks and issues are appropriately escalated in a timely fashion.
  • With support of franchise project team assist with planning and delivery of Invitation to Tender (ITT) suite of documents.
  • The post holder is also expected to contribute to initiatives, outside of the role's day to day responsibilities, that contribute towards achieving the wider objectives of the directorate, group and Department.

Please note that the successful candidate must either hold current DS (Disclosure Scotland) or be willing to undergo security vetting in order to obtain the level required.
