Description

A Leading Renewable Energy client is looking for a Deputy Offshore Site Manager to work on its offshore wind farm project. The Deputy Offshore Site Manager will have shared responsibilities for the management of the site and works co-ordination for the offshore site including co-ordination of the construction for the offshore substation platform, export cables, array cables, foundations and wind turbines. The Deputy Offshore Site Manager will have had extensive experience in the management of offshore wind farm construction. This is a 12 month freelance contract to start ASAP.
Responsibilities:
  • Offshore site management activities with respect to the offshore works including Health & Safety, Environment, Security, Maintenance pre-handover and team management
  • Establish and manage the port for the commissioning and crew transfer operations and site office facilities (construction ports for WTGs, Foundations, Subsea Cables and the OSP are all provided by the works contractors and are outside the scope of the offshore site principal contractor team)
  • Manage the Principle Contractor team, including all personnel within the offshore site team which will include marine co-ordinators, construction co-ordinators, surveyors, heavy lifting advisors, diving advisors and administration.
  • Must be able to liaise with the Project Managers and their respective Package Managers who are responsible for the installation of their components for the wind farm.
  • To liaise with the Commissioning Manager who will be responsible for operating the HV Safety Rules for all energised plant.
  • To liaise with the Onshore Site Manager at the Offshore/Onshore interface (cable landfall)
  • Fulfil project requirements under the project controls and governance system.
  • The Deputy Offshore Site Manager will report to the offshore site manager on a routine basis and by exception all incidents, organisational, risk and programme status and issues.
  • Establish maintenance of the offshore site safe system of work including access management (permits to work), safety from the system, marine co-ordination, communications, emergency response and rescue, welfare, waste management, maintenance pre-handover
  • Ensure that the duties of the Principal Contractor are met for the Offshore Site under CDM to include, planning, monitoring and managing offshore construction until handover to Operations.
  • Ensure a system for site coordination meetings and reporting
  • Ensure the Construction Phase Health & Safety Plan and Site rules are written, distributed to contractors and maintained.
  • Ensure suitable welfare facilities are in place and maintained
  • Ensure Contractors Health & Safety Plans are sufficient and suitably maintained
  • Ensure contractor's environmental management plans are maintained
  • To carry out competence assessments to ensure competence of all appointees
  • Ensure suitable risk assessments and method statements are in place
  • Ensure a safe system of work for offshore incorporating the HV safety rules
  • Must be able to work offshore if required
Qualifications:
  • Proven track record managing offshore site construction and coordination on Offshore Wind Farms
  • Degree in Engineering or Equivalent
  • High level safety qualifications such as NEBOSH would be an advantage
  • An excellent understanding of Marine management, construction, heavy lifting & HV commissioning
  • Must have the ability to control and enforce CDM (2015) and Health & Safety requirements
  • Must be able to work well within a team and to be able to manage competing demands from the project
  • Excellent communications skills, strong coordination and leadership skills, must be highly motivated, confident and resourceful
  • Fluent English (oral and written)
  • Must be computer literate in MS Office, Word, Excel, Project, PowerPoint.
