SEO Retail Energy Markets - energy prices/general

We are searching for a strong SEO Retail Energy Markets - energy prices/general for our Public Sector client based in London. This is a six month contract opportunity.

The maximum pay rate for this role is £280 per day

Overview of the SEO Retail Energy Markets - energy prices/general

  • Programme Management for Competition & Markets Authority (CMA) Remedies Implementation (5-8 individual projects containing multiple workstreams, managing risks and issues both internally and across Government and Ofgem, internal governance relating to programme management)* Developing policy relating to cross-cutting DECC policy areas
  • Working with and influencing other government departments, Ofgem, suppliers and others involved in energy markets to further DECC's objectives;
  • Providing advice, briefing and draft responses to ministers;
  • As the CMA programme workload reduces, supporting other priority projects in the market strategy team, such as work on minimising Governments interventions in the electricity markets, and work on the Carbon Price Floor, supporting the retail markets team on such as policies on switching energy suppliers, helping run the Big Energy Saving Network or other areas in the wider Markets & Affordability team;
  • Supporting other priority projects in the wider Markets & Affordability team including the successful delivery of DECC's primary legislation - providing direction and guidance to policy and legal teams to ensure they deliver, issues are proactively identified and other government departments and Ministers are fully briefed;
  • Supporting other priority projects across the Energy Strategy Networks and Markets directorate.

The successful candidate will be able to demonstrate the following competencies:

Collaborating and partnering: building strong relationships across the industry, and using an influencing, engaging style to bring people with you. A key part of this role will involve successfully building strong relationships with key stakeholders, both internally and externally and using your network and working style to achieve the department's objectives.

Delivering at pace: Manage a complex programme and ensure timely delivery of key workstreams; ability quickly grasp and respond to developments in in market and media which affect your work.

Seeing the big picture: understanding the energy market and developments (including reactions of key stakeholders) and recognising the opportunities and risks these pose to your projects and the teams' wider work. Good political awareness helpful

Making effective decisions: using strong analysis and policy development skills to analyse data in order to reach sound conclusions and to help problem solve; some experience of parliamentary processes

Leading & communicating: setting a clear direction for your work and DECC's role in the work you cover and communicating this in a clear and persuasive way.

The successful candidate will also have had strong previous experience in programme and project management.

Key skills required for the Digital Product Manager

Essential

  • Policy experience in central government involving the delivery of legislation and regulation through the parliamentary process.
  • Ability to get to grips quickly with complex issues and technical detail related to the retail energy market
  • Ability to quickly develop robust analysis, advice and policy positions
  • Experience of managing stakeholders and the ability to quickly build strong relationships with the same.
  • Excellent influencing skills
  • Excellent communication skills, both oral and drafting
  • Confidence to represent the Markets Team at internal meetings
  • Ability to be flexible, adaptable, prioritise, multi-task and delivery at pace
  • University graduate

Desirable

  • Over 5 years policy experience in central government
  • Experience of delivering primary legislation
  • Experience of or interest in the energy sector
