Capability Manager - Public Sector

A Capability Manager with Key deliverables will support activities in Commercial Division within both the Capability Team and the Procurement Branch. Resource will be allocated 2 days for Procurement Branch and 3 days for Capability Team and this shall be reviewed during the commission based on business need.

Key skills required for the Capability Manager - Public Sector

  • Contribute to the development of the DH Commercial Strategy, initially providing and managing the provision of expert advice on delivery models for procurement and category management functions into discussions
  • Work with the Head of Capability to deliver a refined Commercial Division Target Operating Model, specifically delivering a renewed functional and organisation design for the Procurement Branch, in line with central design principles (as determined through DH2020) and using outputs from Branch level work (see below) for sign off by the Head of Procurement and Head of Capability
  • Undertake a review of governance and assurance in Commercial Division, developing recommendations for improvements and a future model to operate alongside the refined Target Operating Model
  • Support Head of Procurement in developing and executing the procurement transformation project in line with broader DH Commercial Target Operating Model
  • Using robust project management tools and methodologies to develop work streams, associated project plans and timely reporting on progress
  • Facilitate LEAN workshops with procurement staff, stakeholders and customers to review existing processes
  • Coordinate the identification of non-enduring Procurement Branch activities
  • Communications plan relating to procurement transformation developed and executed
  • Options appraisal on delivery models for non-enduring Procurement Branch activities including outsource, transfer to other internal function(s) and self-service options.

Please note that the successful candidate must either hold current DS (Disclosure Scotland) Clearance or be willing to undergo security vetting in order to obtain the level required.
