My client, a leading Operator within the renewable energies market with a focus on Offshore Wind assets, is currently looking to recruit an experienced Site Manager for their latest Offshore wind farm based in Lowestoft.

The Role:

The Deputy Offshore Site Manager will have shared responsibility for the management of the site establishment and works co-ordination for the Offshore Site, including co-ordination of the construction of the Offshore Substation Platform, export cables, array cables, foundations and wind turbines. The role includes responsibility for managing the site establishment and construction of the Principal Contractor team base at Lowestoft.

The Deputy Offshore Site Manager will report to the Offshore Site Manager. The Offshore Site Manager reports to the General Site Manager, who is the nominated Principal Contractor for the Offshore Site under the CDM Regulations.

The role requires extensive experience of the management of offshore wind farm construction, including a thorough understanding and appreciation of the Principal Contractor duties under the CDM Regulations. The Deputy Offshore Site Manager will work alongside the Offshore Site Manager, Marine Operations Lead, Offshore Services Package Manager and the Health and Safety Manager and will be supported by the Construction Co-ordination team.

The role will be based at the Principal Contractor construction co-ordination base in Lowestoft, but may also require travel to UK and non-UK locations in support of the project operations. Flexible working hours will be essential, given the 24 hour offshore construction process, and the role will be supported by an extensive Principal Contractor team.

Principal Accountabilities:
  • Offshore site management activities with respect to the offshore works including Health, Safety, Environment, Security, Maintenance pre-Handover and team management.
  • Establishment and management of the port for the commissioning and crew transfer operations and site office facilities (construction ports for WTGs, Foundations, Subsea Cables and the OSP are all provided by the Works Contractors and are outside the scope of the Offshore Site Principal Contractor team).
  • Management of the Principal Contractor team and all personnel within the offshore site team including marine co-ordinators, construction coordinators, surveyors, heavy lifting advisors, diving advisors, administrators etc.
  • Liaison with the Project Managers and their respective Package Managers who are fully responsible for the installation of their components of the wind farm.
  • Liaison with the Commissioning Manager, who is responsible for operating the HV Safety Rules for all energised plant.
  • Liaison with the Onshore Site Manager at the Offshore/Onshore interface (cable landfall).
  • Fulfilling project requirements under the project controls and governance system.
  • Reporting to the Offshore Site Manager on a routine basis and by exception all incidents, organisational, risk and programme status and issues.
  • Establishment and Maintenance of the Offshore Site Safe system of work including access management (permits to work), safety from the system, marine co-ordination, communications, emergency response and rescue, welfare, waste management, maintenance pre-handover etc.
  • Ensure that the duties of the Principal Contractor are fulfilled for the Offshore Site under CDM including:
    • Plan, monitor and manage offshore construction until handover to Operations.
    • Ensure a system of site coordination meetings and reporting.
    • Ensure the Construction Phase Health & Safety Plan and Site rules are written, distributed to contractors and maintained.
    • Ensure suitable welfare facilities and in place and maintained.
    • Ensure Contractors' Health & Safety Plans are sufficient and suitably maintained.
    • Ensure Contractors Environmental Management Plans are maintained.
    • Carry out competence assessments to ensure competence of all appointees.
    • Ensure suitable Risk Assessments and Method Statements are in place.
    • Ensure a safe system of work offshore incorporating the HV Safety Rules.
Knowledge and Skills:
  • Proven track record managing offshore site construction and co-ordination on Offshore Wind Farms.
  • A degree in Engineering or equivalent.
  • High level safety qualifications such as NEBOSH would be an advantage.
  • An excellent understanding of marine management, construction practices, heavy lifting and HV commissioning.
  • The ability to control and enforce CDM (2015) and Health and Safety requirements.
  • The capability to work within a team and to manage competing demands from the project.
  • Excellent communication skills, able to communicate effectively within a team.
  • Strong coordination and leadership skills, highly motivated, confident and resourceful.
  • Computer skills: MS Office applications (Word, Excel, Project, PowerPoint).
  • Willingness to work offshore if required.
  • Fluent in English speaking/writing.
