Information Officer - Information and Data Officer - Information Specialist - Data Standards Officer

Information Specialist Officer/Information Officer/Data Officer (Data Standards) required for a 6 month contract in Cardiff on £130 per day

JOB PURPOSE

Lead on the development of national information standards, and subsequent Data Standard Changes Notices (DSCNs) which contain the instruction on implementation of mandated national information standards, working with sponsors and developers to progress these requirements successfully through the Welsh Information Standards Assurance Process.
Ensure the formal Outcomes for new information standards, discussed at the Welsh Information Standards Board are communicated to the appropriate sponsors. This information is complex, as development of robust information standards consists of many components which need to be taken into account.
Develop and implement processes, tools and relevant documentation to underpin the development, publication and maintenance of robust information standards.
Research the current practices being undertaken by other Home Countries in relation to Health Information Standards and data flows, to include clinical datasets.

Responsibilities
The contractor will communicate with a range of people at varying levels, both within their local and external working environment.
The contractor is required to support the provision of detailed information on complex operational issues relating to the implementation of information standards to the Welsh Information Standards Board (WISB).
Work with Sponsors and Developers of new information requirements.
Act as a first point of contact with Sponsors for the development of new, highly-complex information requirements from WG Branches
Produce the required Data Standard Change Notice (DSCN) for all approved new information standards.
Responsible for undertaking data standards impact assessments across Wales to measure the impact of the introduction of new data standards, which involves interacting with senior information managers.
Experience of developing and/or implementing new information standards. Understanding of what barriers need to be overcome to ensure the robust information standards are implemented.
Specialist knowledge of the Welsh Information Standards Assurance Process, and the associated requirements for the development of robust information standards, is required to advise and influence sponsors and developers of new information standards.
The contractor will have experience in suggesting improvements to processes for senior management to consider.
Experience of working across organisational boundaries and at varying levels of seniority.

Essential Experience
Knowledge of information systems and corporate reporting.
Knowledge of the processes involved in developing and implementing new information standards.
Good knowledge of legislation relating to data protection and the release of confidential information.
Knowledge of information standards assurance process.
Experience of literature review with an ability to make recommendations based on the evidence available.
Demonstrable skills including Microsoft Office, Excel, Word, Powerpoint.
Responsible for the maintenance of information required to inform the service of the current status of the Welsh information standards assurance process to include:
- National Information Standards (WISB) Log;
- WISB Outcomes.
