Role: Governance Manager
Contract Length: Sept 2022, likely to be extended to March 2023
Location: Remote, would be beneficial to be close to Leeds, but not essential.
Security Clearance: BPSS

Minimum Requirement:

Directly works as part of the Assurance team.
Responsible for providing an effective Governance service across the entire organisation to drive maximum compliance, strengthened financial controls and improved Governance on an expenditure.
As the Governance Manager, the post holder will work as part of a dynamic Commercial team providing an effective governance & assurance service across the entire organisation to drive maximum compliance, strengthened financial controls and improved Governance.
The post holder will support the provision of an efficient, effective and high quality professional and well co-ordinated Governance service capable of meeting all statutory, regulatory and client requirements ensuring alignment with the activity of the organisation

The post holder will support the Head of Department and their team to ensure:
Keep commercial policies and procedures up to date and support in writing new policies and procedural guidance.
Liaise with appropriate functions within the regions, organisation and the Sector.
Take the lead on the revenue Grant assurance process and offer support to Directorates on the revenue Grant policy
Lead roll on ensuring sharepoint and intrant content is up to date
Support in the coordination of training & development of policies and procedures

Key Functional Responsibilities
To support the Assurance and Reporting Manager to develop and deliver strong commercial governance processes and procedures within the organisation
To support the Assurance and Reporting Manager to develop stage gate approvals and a pre-determined checklist' for procurement process milestones
To support the Assurance and Reporting Manager to provide version and template control and supporting guidance
To support the Assurance and Reporting Manager to create and develop an effective governance & assurance team covering all procurement activity across the entire organisation
To support the Assurance and Reporting Manager to ensure financial stability by driving compliance, strengthening controls and improving Governance
Educated to Post-graduate degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
Good knowledge of leading practice Governance & Assurance principles, processes and practices including robust and thorough Governance implementation

Good knowledge of Public Sector Procurement, ideally but not essentially in Health
Proven knowledge of supporting the definition, implementation and development of a Governance & Assurance function within a Strategic Procurement function

Knowledge of Sustainable Procurement, covering all areas of sustainability - Economic, Social and Environmental
Proven experience of implementing leading practice Governance policies and processes
Significant experience of successfully operating in a politically sensitive environment.

Evidence of continued professional development.
Demonstrated experience of co-ordinating projects in complex and challenging environment
Experience of managing risks and reporting.
Experience of drafting briefing papers and correspondence at senior management team level.
Understanding of the public sector.
Demonstrated experience in a Healthcare environment.

Experience of setting up and implementing internal processes and procedures.
Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making.
Numerate and able to understand complex financial issues combined with deep analytical skills.
Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
Experience in reviewing/updating procurement documentation and templates that would be fantastic. Not essential but would certainly be preferable.
