One of our clients, an international company in the pharmaceutical industry currently requires a Director Finance Operations Eurasia

Start: ASAP

FUNCTION DESCRIPTION:

Accountability:
1. Install and maintain an effective finance operations (shared services and finance experts ) organization in his area:

a)- Capacity to support timely and adequately the continuing growth of the vaccines business
- Cost effectiveness by installing a structure and a team which :
* Use existing Group Shared Services or externalize some activities as often as practically possible
* Allow the area to reach the KPIs set up centrally
* Streamline processes by systematically promoting the Vaccines SAP template for finance as well as the existing financial standard policies and processes and by challenging any deviations to this template and to standard policies.
- Compliance with all financial external regulations and internal policies

b) Responsibilities:
- Accountability for and representative of all Statutory Financematters of the area, incl :

* Financial reporting to the company as well as to authorities;
* Coordination of financial operations with the local financial teams on sites the global financial team in Belgium and other Corporate Shared Services Centers to ensure global alignment of processes policies and systems use.
* Oversees the accounting functions incl general ledger, chart of accounts, fixed assets management
* Monitors the intercompany contracts and transfer pricing issues with the Global financial team in Belgium in accordance with Corporate policies. Implement Vaccines global plans and makes proactively any suggestion for the area
* Oversees the financial planning of the entities in order to provide Vaccines Global finance and Corporate Tax with recommendations to optimize taxation and cash needs.
* Oversees the treasury activities : credit control, exposure to bad debtors, cash and exchange exposure, working capital optimization,entity financing
* Implement and maintain financial systems and transactional flows like purchase to pay, order to cash, Travel & Expense master data management under the guidance of the Vaccines Central Teams.
* Oversees policies and processes implementation and maintenance, client policies and SOP's, localstatutory rules, requirements of JV agreements
* Optimize use of grants and tax incentives
* Representative of Finance in internal groups or vis-à-vis authorities, personnel (workers unions),

2. Installs and maintains an effective Corporate Governance withinVaccines operations of the area :

* In collaboration with Legal, sets up and manages legal bodies andcommittees of the vaccines entities worldwide, member of thesecommittees, if required, networking and setting up of Customer Boardsand SLA's with other organizations.
* Applies policies regarding signing authorities, financial compliance,local legal requirements
* Support the Vaccines internal audit team in internal control actions.
* Implement insurances programs and manage local disasters incollaboration with the Vaccines Insurance Manager.

3. Relay of Vaccines Finance global expert functions in rolling outglobal programs / actions.

4. Advise local or global functions heads on accounting or tax mattersas needed.

- 30 for the Belgium shared service and 6 on site

Complexity:

* degree of change & uncertainty; level of influencing required;degree of matrix working

- Fully integrated business, cross functional and cross sites: R&D,Mfg, Commercial
- International development worldwide: organization and processes to beset up, no reference to past experience within Bio, new multiculturalenvironment;
- Permanent interactions without hierarchical link: withCorporate andlocal GMS/Pharma management, with authorities, with external commercialpartners.

PREREQUISITES

Education:

A. Educational Background

List any academic or practical education that must be obtained to bequalified to perform this role.

1.Minimum Level of Education: University Degree
Area of Specialisation: A recognized Finance qualification e.g. CPA,MBA or BS Accounting or Finance

The role holder has accountability to deliver complex and diversifiedfinancial services in a global and multi company environment whichrequires an understanding of financial standards and practice fortransactions, supporting complex deals (incl Bus Dev), as well as thecontrol and compliance demands placed on financial reporting anddisclosure processes.
The role also requires a capacity to understand and manage processesand large teams and activities in a global and multi-culturalenvironment
