Description

We are looking for a Mechanical Project Engineer for a long term contract role in Fernandina Beach, FL.
This position would be responsible for taking the annual capital budget list of some 20-30 projects ranging from $100K to $5MM and develop the Capital Project Expenditure Request for each, suitable for Board of Directors approval. This will cover the mills capital budget for the year, ranging between $20MM and $40MM. Most of the projects are Maintenance/Replacement but also included are Cost Justification, Environmental and Health & Safety projects.
The mill management team reviews the needs and establishes the project list and assigns priority.
Individually the engineer will develop the project in stages of increasing detail after each stage of approval to continue. The stages of approval are FEP-1, FEP-2and FEP-3 representing estimates of +or- 50%, +or- 25%, and +or- 10% respectively.
Responsibilities for Mechanical Project Engineer:
Prepare the Capital Project Request Form. This is the initial document which establishes why the project is being requested and what is to be done. This begins with meeting with the mill client to gather the background information, History, Scope, Economics if available, and Preliminary proposals they may have.
A write-up of the Current Situation is prepared. This may include searching for information in the Engineering files for: P&ID's, drawings, equipment information. It may include obtaining information from maintenance about the equipment history or inspection reports. All of this used to describe the history, what's wrong and reason why this project is being requested.
Work Description: Prepare the project scope on what is to be done. Describe the major activities which will be accomplished during the project including studies or permitting which will be required.
Expected Benefits: This is the justification or economics for the project. Work with the client to obtain the data they have for making the calculations, supplement the information as necessary. Obtain data from the monthly cost reports. Calculate simple ROI & Years for payback.
Risks: Describe what risks could impact the smooth execution of the project.
Budget: Evaluate the initial budget figure obtained from the Project list if considered within +or- 50 % use that figure to complete the Capital Project Request Form. Prepare the budget using the Company Estimating Template. Breakdown the project scope into cost elements. Obtain budgetary proposals from suppliers. Evaluate proposals and tailor proposals for project needs. Prepare preliminary documents, scope of work, P&ID's, Preliminary drawings for budgetary pricing from installation contractors. Provide walkthroughs for contractors. Create preliminary specifications to obtain budgetary pricing for components to be supplied to the contractor, Pumps, Valves, Agitators, Instruments, Control Valves, VFD's, MCC starters & sections, etc.
Prepare statement of work (SOW) for Engineering services and obtain proposals from Engineering firm(s). Requisition FEP-2 Engineering Services when necessary. Manage the engineering firm, assist them while they are collecting information on site, provide documents; review scope, drawings, estimates and schedules. Obtain estimate from engineering firm for FEP-3 and detailed Engineering services during FEP-2 preparation.
Not all projects require an Engineering firm for the FEP-2 development. Evaluate the needs of a project and provide the scope, estimate, schedule & spending schedule for preparation of the Capital Project Expenditure Request Form (CPERF). Obtain multiple bids and provide a bid analysis.
Miscellaneous:
Using the relationship of stock consistency, tons/day & GPM calculate the third variable when two are known.
Maintain the project documents & information in the electronic shared drive system.
Review projects with the project client team.
Prepare a CPERF for the FEP-2 & FEP-3 stages of the project. Prepare FEP-2 estimates with the concept that the cost will not increase when updated to FEP-3.
Assist transitioning the project to the assigned Project Manager for execution.
The successful candidate must have significant experience as a project engineer or engineering manager is a heavy industrial manufacturing environment. They need to have good, well rounded knowledge of all engineering disciplines and equipment.
They must commit to a one-year term that corresponds with the capital cycle. Ideally this would be Sept 1 - Aug 31st. In 2015, the start date would be June 1st.
They must be capable of keeping all projects moving through the development stages concurrently.
