FINANCE & COMMERCIAL MANAGER - EDINBURGH - 6 MONTH INITIAL

Our Edinburgh based client has a fantastic opportunity for an experienced Finance and Commercial Manager for an initial 6 month contract.

The successful candidate will be part of the Programme Leadership Team, provide effective leadership, management and governance in all matters relating to the financial and commercial objectives of the programme through:

  • Implementation of robust and transparent financial controls, governance and reporting.
  • Development and maintenance of the Futures Programme Business Case.
  • Implementation of robust contract management and control, including measures to ensure suppliers meet their contractual obligations on service levels and costs.
  • Implementation of robust controls to monitor benefit realisation.

Principal Accountabilities

Financial

  • Ensure the Programme Director is fully supported in successfully discharging his/her fiduciary obligations.
  • Design, implement and maintain robust controls over capital and current budgets, aligned to expected outputs and outcomes.
  • Design, implement and maintain comprehensive and transparent financial reports.
  • Ensure compliance with all internal financial policies and standards.
  • Own and maintain the Business Case, ensuring it remains fully reflective of the Programme's objectives, is communicated to and supported by principal stakeholders and satisfies all approval requirements and conditions.
  • In collaboration with the Programme Manager, design, implement and maintain appropriate governance, ensuring financial decisions are authorised appropriately and communicated to relevant stakeholders.
  • Develop remedial plans to address financial constraints and where appropriate, implement these with the support and agreement of Programme Director and other stakeholders.
  • Be the principal point of contact for and liaise with Head of Finance, Internal Audit and other stakeholders.

Commercial

  • Manage the commercial relationship with all suppliers providing services
  • Design, implement and maintain performance and control measures, including Service Level Agreements and Balanced Score Cards, to ensure suppliers deliver against their contractual obligations.
  • Design, implement and maintain controls to ensure the programme and its suppliers each satisfy their broader contractual obligations.
  • Draft contract documentation as needed (including variations, notices and riders) and negotiate the terms of same with suppliers.
  • Implement and maintain a robust dispute resolution framework.
  • Ensure compliance with procurement processes, including compliance with all relevant legislation and codes of practice.

Benefits

  • Design, implement and maintain appropriate controls over and reporting of Programme benefits, clearly defining their links to enabling project(s) outputs and outcomes.
  • Provide guidance and mentor programme staff and benefit owners on their respective roles and responsibilities in benefits management.
  • Develop an action plan to ensure benefits are realised in line with Business Case expectations.
  • Develop and implement remedial plans where benefit realisation is at risk.

Essential Skills

Procurement and Financial Leadership

You must have senior level experience leading procurement and/or contract management performance, ideally including public sector.

You will have a key role in leading the communication between key suppliers, including communicating the benefits of Supplier Relationship Management.

Clear understanding and demonstrated competency in government financial management and control procedures is highly desirable.

You must have a proven track record of results including effective contract management and negotiating savings in commercial contracts, which is a prerequisite since a key aim of procurement reform is to deliver enhanced value for money.

The depth of your procurement/contract management experience will enable you to reach sound decisions and recommendations on leading collaborative procurement and will give you credibility when dealing with procurement professionals and senior managers across the public sector.

You must act as a 'critical advisor' to programme and business budget holders on financial control and reporting, targeting an improving culture of accounting and financial control across appropriate programme business areas.

You will also have:

  • Proven track record leading, developing and driving best practice procurement solutions.
  • Clearly demonstrated track record in procurement and/or contract management.
  • Proven experience in the management of complex projects.
    Results focus, especially in areas of delivery of value for money.
  • Evidence of sound judgement, complex problem solving and decision-making in areas of accountability.
