I am looking to hire a Change Manager for one of my Public Sector Client. Please read the below job Specification

Additional Information: ASAP start date. Interviews will be in London on 27th October and in Leeds on 30th October

Essential Experience:

The client is looking for a candidate who has extensive experience in implementing change and has experience in outsourcing.

Objectives

Define and deliver a change programme to transition the Procurement Branch of the Commercial Division to its new operating model of delivering complex procurement and Contract Management functionality.

The project's outcome will see:

  • Divestment of low value operational procurement to a third party provider.
  • Divestment of procurement module management
  • An increase in the volume of self service activities undertaken by customers/the business
  • Introduction of appropriate assurance regimes to monitor the new model of working
  • Streamlining of efficiency controls activity
  • Consider additional services that may be better provided externally to the Procurement Branch.
  • Potential further work could explore and define the key opportunities for commercial & procurement activities to be better aligned.

Deliverables

  • Facilitate LEAN workshops with procurement staff, stakeholders and customers to review existing processes
  • Using robust project management tools and methodologies in order to develop work streams, associated project plans and reports on progress
  • Work collaboratively with the Corporate Services Improvement Project team
  • All stakeholders understand the project, the impact of the proposed changes and their future role
  • New processes designed and implemented
  • Relevant activity divested
  • Increased self service model and assurance activities in place
  • Communications plan developed and executed
  • Support senior managers during the transition period to ensure continuity of service
  • Potentially, to work with ALB colleagues in the exploration and definition of key opportunities for DH and ALB commercial & procurement activities to be better aligned including draft recommendations on options for taking this forward.
