Band 7 Commissioning Manager - Learning Difficulties

This is an exciting opportunity to work as part of the Citywide Commissioning, Safeguarding & Quality team within Manchester in delivering operational clinical leadership on all aspects of learning disabilities commissioning.

You will drive the Learning Disabilities Transformation Plan in place, participate in delivering relevant LD commissioning plans and support the implementation of local, regional and national LD strategies and policies.

You will oversee and co-ordinate the Winterbourne Discharge programme ensuring that Care and Treatment reviews are scheduled and conducted and agreed discharge and resettlement pathways are agreed using a multi-disciplinary team approach with a wide range of partners. You will contribute to and support the development of appropriate Safeguarding interventions, Quality indicators, outcomes and best practice for learning disability services.

You will have extensive post qualifying experience of both NHS commissioning for Learning Disabilities or Mental Health and of working directly with people with learning disabilities, their families and carers. You will have an appropriate professional qualification that is currently "active" e.g. RMN or RLDN, Psychology, etc.

You will have robust working knowledge of the Mental Health Act, Mental Capacity Act, Deprivation of Liberty safeguards, Deprivation of Liberty in a Domestic setting, statutory advocacy arrangements, Mental Health Act Tribunals, secure services and Multi-Agency Public Protection Arrangements.
