Description

*Finance Director - £/day - 6 month contract - London*

Security Clearance: Must already hold BPSS + DS clearance or be willing to undergo.

We have an exciting opportunity to join one of our key clients in London who are looking for a Finance Director to lead and be accountable for the financial and commercial elements of the OJEU, Prospectus, PQQ and ITT and ensure the franchise proposition is accurately reflected at the various stages of the transport business case. The successful candidate will be responsible for actively influencing Project Directors to determine and agree deadlines for the Long Form Report, data site requirements and ITT and financial and commercial evaluation of bids.

Key tasks and deliverables:
*Lead on the production of the Long Form Report, gathering, analysing and meaningfully reporting from a financial data set that is accurate and tested for integrity and sourced through active collaboration with the incumbent TOC Manage the critical evaluation bid comparator/shadow models, working closely with externally appointed technical advisers
*Evaluation of the proposal on a Direct Award submission and assessment of the affordability position
*Support in negotiation on a Direct Award leading to contractualisation
*Extensively engage with the external bid senior commercial team as part of the franchise competition or single tender action
*Develop and present financial findings and analysis at DfT board level meetings and approval committees, including Franchising Programme Board, Rail Board and BICC Lead on developing an effective dialogue with HM Treasury to ensure that affordability issues are identified and addressed at an early stage, and Treasury concerns are handled effectively, through to final HMT approval
*Briefing of governance boards and ministers at critical milestones
*Manage and lead the outputs of financial advisers working to ensure that the required level of assurance is provided by the DfTs financial advisers, and managing them to budgets
*Facilitate and ensure the development of permanent commercial capability in the finance function and ensure effective handover to a permanent member of staff
*This role would directly manage a Finance Manager who will be Embedded in the Franchise competition team

Essential skills and experience:
*Relevant Accountancy qualification or equivalent experience
*Experience of gathering, analysing and interpreting commercial and technical information
*Experience of building effective working relationships with a wide range of stakeholders
*Experience of presenting complex financial information to a wide range of audiences
*A high standard of interpersonal skills, and the ability to lead a small project team, making efficient use of resource, and be led by the wider Passenger Services Team.
*Capture, utilise and share industry insight and views from a diverse range of stakeholders.
*High level of strategic thinking and ability to plan, giving clear sense of direction and purpose for self and the project.
*Ability to work to agreed timescales, whilst managing own workload.
