I am looking to hire a Strategic Procurement Specialists for one of my Public Sector Client.

Please read the below job Specification:

Key Accountabilities

  • To ensure that appropriate contracts are put in place that meet the needs .
  • To support the delivery of an effective procurement strategy for the organisation and its customers.
  • Lead on ways to structure procurement processes in a way that are fit for purpose.
  • Support high profile and complex negotiations for major procurements.
  • To comply with the EU Procurement Regulations, and other controls and governance requirements and to ensure all appropriate and necessary approvals are in place at each stage of the procurement.
  • Select the type of agreement for the service/product purchased and ensure plans are in place to deliver financial saving.
  • To ensure each procurement has taken into consideration the outputs of spend analysis.
  • To promote behaviours that encourages a culture of innovation, continuous improvement and delivery of value for money outcomes.
  • To support the transition of contracted services from existing providers to newly appointed providers.
  • To support the on-going development of the procurement team through sharing knowledge and role modelling effective commercial behaviours.
  • To attend working groups and to advise and assist in the preparation of business cases.
  • Evaluate and apply the risk management strategy when undertaking major procurements.
  • To work with customers and clients (using market knowledge and commercial rigour) to develop their requirements into clearly defined specifications.
  • Review service provision contracts across the range of services to ensure appropriate provision and continued efficiency and value for money. Draft detailed reports and highlight opportunities for synergies and cost savings ensuring acceptance and implementation in relevant service streams.
  • Provide advice, guidance and support on commercial contract governance issues.
  • Represent Procurement Services in variety of internal and external forums.

Qualifications

Essential

  • CIPS Qualified or an Honors Degree in a business related subject.
  • Experience of managing contractors, professional and administrative staff and resources to achieve corporate objectives.
  • Experience of developing and implementing procurement, IT and/or services management solutions; and managing major high value purchases that requires analysis, comparison and assessment.
  • Experience of presenting to, and working with a range of clients and senior management. A proven track record of achievement in delivering major projects within budget, and on time.
  • Expert knowledge of procurement strategy, relevant legislation and government policies
  • Must have knowledge and experience in putting together contracts including terms and conditions and schedules.
  • Must have experience of working alongside clients to create effective commercial models and to support the drafting of specifications.
