Commercial Manager - Government Department

Commercial Manager Contractor required to work for Government Department in London for an initial 6 month contract. You will manager procurement in major categories of ICT spend including designing strategies, awarding contracts and managing the supplier and stakeholder relationships. This contract is based in central London for a high profile government department.

Daily rate up to: £365.00 per day

Main Duties and Responsibilities:

  • The ICT categories of spend in scope includes but is not limited to those listed below. You will be part of cross-functional teams in developing and implementing the most appropriate supply and value chains in support of the business.
  • Manage suppliers and contracts to deliver good governance and Value-for-Money (VfM) throughout the contract life cycle.
  • Strategy Working with senior managers to develop world class category management strategies by: controlling all third party spend; maximising value from money spent; stopping unnecessary spend; minimising the negative economic, environmental and social impact of what's procured; eliminating unnecessary distraction to those outside the procurement function; complying with legislation and regulation; and managing risk appropriately
  • Change Management
  • Performance Management -Promote a culture that acknowledges the value of positive change and diversity; creates strategies to involve those who will be affected by planning and preparation, and to support them through the change; takes account of the bigger picture, the political context and sensitivities, and ensures managers do the same.
  • Takes personal responsibility for resolving key issues; uses insight into individuals, groups and organisational dynamics to gain agreement; involve and influence everyone necessary to get the job done.
  • Ensures that all programmes and projects deliver to time, cost, and quality requirements; systematically organises activities, clarifying tasks and responsibilities and making best use of resources; defines, analyses and interprets financial data confidently.
  • Contribute to the delivery of procurement savings over the spending review period.
  • To ensure critical supplies and services are delivered into key change programmes in front-line and headquarters operations, including courts and tribunals.
  • Your professional expertise and judgement will be relied upon by senior colleagues. This is an important role in the Commercial and Contract Management directorate. You will be working very closely with the Senior Contract Managers & ICT Stakeholders.

Skills required:

  • The post holder must have a proven track-record as a Procurement professional and a working knowledge of Procurement legislation including EU Rules would be an advantage.
  • The post holder must have excellent written and oral communication skills to succeed in this role.

Experience is specifically required at:

  • Re-engineering supply and value chains;
  • Working as part of a team to ensure that the corporate aims and objectives of the Procurement Directorate are achieved;
  • Building strong relationships with a wide range of internal and external bodies; and utilising best practices to lead and manage staff and resource effectively
  • Providing professional advice, written and oral, to senior managers
  • Prior experience working in large ICT programmes using AGILE project methodologies would be advantageous.
  • Desirable: Qualified purchasing professional (MCIPS).
  • Working towards membership of the Chartered Institute of Purchasing and Supply (CIPS).
