REQUIREMENTS ENGINEER/NATO/C4ISR/DOORS/C2/BMD/IMMEDIATE START/SC CLEARED

Background:
My client seeks an experience Requirements Engineer to work within the Ballistic Missile Defence Programme Office and Services (BMD PO&S) responsible for the day-to-day operation of the BMD Programme. Its task is to develop the BMD Capabilities for NATO, developing NATO C4ISR systems to support BMD operations and integrating them with national weapon systems, sensors and C2. The final aim remains to provide full coverage and protection for all NATO European populations,
Territory and forces against the increasing threats posed by the proliferation of ballistic missiles.
This Statement of Work (SoW) addresses the provision of contracted SME to support the development of the BMD architecture, requirements and interfaces specification.

Detailed Tasks/Activities:

Tasked by and reporting to Chief Systems Engineering, BMD PO&S, the contractor shall perform the following tasks and activities:
*Support the development of the high-level architecture for the future NATO BMD capabilities;
*Support the development of BMD system requirements (functional & non-functional)
*Assist in establishing the BMD Information Exchange Requirements (IERs) and mapping into the standards to support the information exchange;
*Support the development of Interface Control Documents between C2 Systems and National C2, weapons and sensors systems.

Essential Experience:

*Experience of developing complex system-of-systems architecture;
*Experience of developing systems requirements and establishing maintainable traceability between user requirements, architectures, system requirements and test;
*Experience working independently or supervising staff personnel;
*The incumbent should possess the personal qualities of tact, judgement and adaptability as well as good political awareness and motivational and listening skills. In addition a sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organisations is needed.

Desirable Experience:

*Knowledge or experience of Command and Control systems, particularly those related to the NATO BMD architecture (ACCS, Bi-SC AIS) or National equivalents;
*Experience in the interoperability standards used in the NATO BMD architecture (Link 16/JREAP, ADatP-3, App11C);
*Prior experience of working in an international environment comprising both military and civilian elements;
*Knowledge of NATO responsibilities and organisation, including ACO and ACT;
*Expertise and knowledge of the IBM DOORS and System Architect toolsets and the integration between them.
