Sopra Steria Recruitment are working in partnership with a Public sector organisation to hire a Finance Manager based in Northampton. Role spec below. Many thanks.

Rate: upto £500 per day

Contract: 5 Months (with possible extension)

Job Purpose

To manage the finance team and financial systems. To ensure high quality delivery of financial accounting services, meeting customer requirements and in accordance with relevant professional and audit standards.

Experience

  • Significant experience in a financial accounting role.
  • Experience of supporting the annual accounts Process.
  • Experience of line managing and appraising staff.
  • Experience of operating within strict financial constraints in relation to cash, revenue and capital resources.

Core Duties and Responsibilities

  • Support the Financial Controller in implementing new work processes within the finance team and systems, such as in response to developing new business opportunities.
  • Work with the Financial Controller to ensure that objective setting is undertaken along with performance appraisals on a regular basis using the GEM annual performance appraisal cycle (ASPIRE) and thus ensure that team objectives are delivered.
  • To lead and manage the finance team on a daily basis.
  • Ensure the completion of all monthly, quarterly and ad hoc internal and external financial monitoring and reporting in accordance with strict deadlines, accounting standards and other regulatory requirements eg Integrated Single Financial Environment (ISFE) reporting, Board reports and annual accounts.
  • Lead the annual closure of the customer financial ledger accounts in accordance with strict formats and deadlines, in partnership with client colleagues and auditors.
  • Lead the agreement of balances exercise, involving validation of intra and inter debtor and creditor balances, income and expenditure, throughout the year in line with client deadlines and at year end as part of the statutory annual accounts processes.
  • Continuously review, update and improve the financial monitoring systems and processes to ensure sound governance and control, as well as making these more efficient, effective and thus adding value for customers in terms of the outputs being produced.

  • Maintain integrity and accuracy of client financial ledgers.
  • Maintain integrity of client balance sheets through detailed analysis of fixed assets, debtors, creditors, provisions, cash and reserves and ensure timely completion of balance sheet control code reconciliations. To inform clients of any issues identified in a prompt and timely manner.
  • Interpret national policies in relation to systems, procedures and statutory processes, develop local policies and procedures using the GEM procedure change protocols (so as to ensure consistency with core procedures elsewhere within GEM finance). Support the Financial Controller in liaison with clients to establish the way in which they should be implemented.
  • Liaise with internal and external auditors in relation to system audits and year-end accounts.
