Description

Sopra Steria Recruitment is working in partnership with a major public sector in the UK. We are currently recruiting Chief Financial Officer for 12 months contract initially with possible extension.

Key tasks and deliverables:

  • Leadership of the Finance function in BPDTS Ltd, ensuring provision of high quality financial management support to the Chief Executive and Board - including planning, performance and risk management advice.
  • Financial reporting for BPDTS Ltd; through the production of accurate and timely annual financial statements, monthly management accounts, forecasts and budgets.
  • Provision of accurate, timely management information to support sound decision making and the effective management of resources.
  • Compliance with all external reporting requirements, including submission of statutory accounts, tax returns and Companies House returns.
  • Achieving value for money across all areas of spend and ensuring that BPDTS Ltd has appropriate mechanisms to efficiently manage and recover its costs.

Responsibilities:

  • Fulfilment of fiduciary accountabilities in respect of the public funds within BPDTS Ltd, operating within the framework set out in Managing Public Money and within Government standards and control requirements.
  • Ensuring compliance with all statutory reporting requirements, including - but not limited to - the submission of annual Financial Statements and Confirmation Statements to Companies House, as well as VAT, PAYE and Corporation Tax returns to HMRC.
  • Provision of monthly management accounts and variance analysis information to the Board, highlighting and advising on key financial issues and providing strategic financial leadership.
  • Provision of accurate and timely management information to enable the Board to make sound financial decisions and manage resources effectively.
  • Building and maintaining strong and effective working relationships with a wide range of stakeholders including, but not restricted to, those detailed under Reporting Relationships above.
  • To provide a service that challenges and delivers Value for Money'.
  • To keep the BPDTS Board, CEO and its senior officers safe whilst also offering deep business insight and advice.
  • To support effective delivery of the BPDTS business plan to meet customer needs.
  • To lead and motivate the BPDTS Ltd's Finance Function to deliver high quality financial management services to the Chief Executive and Board of Directors, securing their trust and respect

Experience Required:

  • Proven experience of operating effectively at a senior level within government departments and other external bodies.
  • Proven ability to operate effectively as part of a large scale complex organisation and influence diverse stakeholder groups.
  • Ability to work with a high level of autonomy.
  • Demonstrates the professional and personal credibility to operate as a senior leader and advisor and generate confidence in stakeholders.
  • Excellent leadership, management, communication, presentation, influencing and stakeholder management skills.
  • Proficient in the principles, methods, techniques and tools for the preparation and monitoring of budgets to maximise cost effectiveness.

Description:

  • Overall responsibility for accounting procedures and payroll, contributing fully to the development of departmental strategy across all areas, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plan and targets.
  • Preparation of financial reports and briefings, such as tax returns, balance statements, and any legislative requirements.
  • Research, preparation and submission of budgets, ensure that all financial matters are in accordance with legislation and ethical accounting practices. Preparation and implementation of tender documents and purchasing practices; potentially, responsibility for insurance, licensing, contracts, supplier relationships. Provide direction and leadership to the department. Recruitment, motivation, selection, training and promotion of financial staff and participate in financial, human resources and strategic planning.
