Description

Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. Studies existing information processing systems to evaluate effectiveness and develops new systems to improve production or specifications as required. Understands business objectives and problems, identifies alternative solutions, performs feasibility studies and cost/benefit analysis of alternatives.

This person must have 8 or more years of previous experience using CA Gen in an environment similar to WISDOT's. Good oral and written communication skills are required. This individual will be expected to work on-site at the Hill Farms Transportation office, 4802 Sheboygan Ave, Madison, Wisconsin. Assist computer programmer in resolution of work problems related to project specifications, or programming. May direct and coordinate work of others to develop, test, install, and modify programs. Systems Analyst capabilities with 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Assignments will include analysis, design, construction, testing, and implementation of CA-Gen Client Server applications including assisting with project management, creating project documents (including timelines). The target environment is Client Server using DB2 on the Mainframe, as well as web interfaces where appropriate. This experienced person will need to work with a variety of DOT employees to analyze and design the necessary programs, translating business requirements into functioning CA-Gen Client Server programs. Formulates and plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development. Reads computer outputs to detect syntax or logic errors during program test, or uses diagnostic software to detect errors. Replaces, deletes, or modifies codes to correct errors. Analyzes reviews and alters CA-Gen programs to increase operating efficiency or adapt to new requirements. Writes documentation to describe program development, logic, coding, and corrections. Assists users to solve operating problems.
