The In Service Engineer provides support or leadership on the technical aspects of the in-service phase. They seek to apply engineering best practice, ensure that all stakeholders are effectively managed throughout the engineering activities, involve specialists as required and actively consider safety implications before making decisions.

Provide technical support through life to the User and other projects, involving and interfacing with Suppliers and specialists as required

Take responsibility to deliver delegated technical work packages, making sure that safety aspects are considered

Work with Users and Suppliers to ensure the overarching capability is realised to its full potential

Minimise and manage the risk to availability, whilst ensuring that the solution remains safe and fit for purpose through life

Manage the obsolescence of components, and ensure that the solution is properly disposed of (or terminated) when appropriate.

JOB DESCRIPTION:

The post holder will provide Integrated Logistic Support to individual Project Managers within the Information Systems and Networks area of SPISR Delivery Team.

Key responsibilities include (but not limited to):

General:

  • Provide the ILS focus for the project.
  • Provide the interface for the Delivery Team with all logistic support agencies.
  • Determine and develop ILS strategies in conjunction with the PM to meet the ILS tasks and objectives.
  • Provide input into all reliability, maintainability and testability activity.
  • Represent SPISR-ILS requirements at meetings and committees as required.
  • Provide the necessary ILS support to Industry, and other ILS staff within SPCISR.
  • Ensure that support lesssons learned are disseminated throughout the Delivery Team.
  • Provide the logistic support input to all project papers, reports and submissions.

Other duties to consider prior to contract award:

a. Ensure that an ILS strategy is produced/reviewed.

b. Prepare or review and update the Support Analysis (SA) strategy for the project.

c. Provide assistance, advice and guidance to the PM in order to develop a cost optimised support plan using ILS and SA tailoring techniques as part of the defined ILS strategy.

d. Produce and maintain an ILS Plan (ILSP) that conforms to the objectives of the ILS strategy.

e. Ensure coherent supportability requirements are included in all programme plans.

f. Plan for Supportability demonstrations or Log Demos and the subsequent declaration of Logistic Support Date (LSD), prior to In-Service Date (ISD).

g. Represent project ILS requirements to industry at pre-contract award meetings/discussions/presentations/guidance conferences.

h. Ensure that Supportability requirements are included in Requests for Proposal, Invitations to Tender (ITT), Statements of Work (SoW), Tender Assessments and Contract Specifications.

i. Evaluate responses to ITT, through application of the ILS marking scheme.
