Description

A Software Engineer is required to perform the following duties:
Contribute to the analysis of change requests from a software design and implementation perspective, considering the impact on software and respective interfaces and estimating the time and resources needed to implement a solution to the proposal.
Contribute to feasibility studies, prototyping software modelling and requirements documentation.
Design software modules and software interfaces (including human-machine interfaces) according to specified software requirements and within given external constraints, including consideration of the system and software architecture, system design, quality, safety and security rules and standards.
Implement and maintain C-code software modules and interfaces following the specified design.
Develop packaging and porting support for Solaris 10, Windows 7/8/10
Integration of reference development environment
Specify and perform component-level testing.
Develop and maintain the associated software related artefacts like Software Design Descriptions, Interface Design Descriptions, Software User Manuals, Software Build & Installation Plans and other technical documents.
Participate in peer reviews of software design, code and documentation and follow up on the results.
Provide advice at software expert level internally to other engineers and support product risk management.
Maintain a high level of expertise in the technical areas above and stay abreast of software engineering.
Report to the project/product leader on related matters when assigned to support a project/product.
Perform other duties as may be required.

Qualifications:

The consultancy support for this work requires the following qualifications:

Bachelor of Science (BSc) or Master of Science (MSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content with 4 years of post-related experience;
Or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to the NCI Agency with 10 years of post-related experience;
At least 4 years recent experience in software programming;
Extensive experience in developing Real Time software solutions in at least two of the following programming languages: Java, Ada and C
Knowledge of operating systems (Solaris and Windows) and computer network concepts;
Experience in development and deployment of software to multiple architectures (SPARC and Intel).

Desirable Experience and Education:
Experience in software engineering of AirC2, air traffic control, data acquisition or Real Time scientific processing systems;
Experience in software analysis, design, implementation and testing methods, techniques and tools;
Experience in software modelling techniques, prototyping, requirements validation, software quality assurance, configuration management and associated tools;
Knowledge of modern software development methodologies (eg Agile methodologies like SCRUM);
Experience in automated tools supporting software engineering activities;
Experience in packet analysis of networks (Wireshark).
Knowledge of the AirC2 systems, including ACCS;
Prior experience of working in an international environment comprising both military and civilian elements;
Knowledge of NATO responsibilities and organization, including ACO and ACT.
