Our client is seeking Cybersecurity Program/Project Manager will support the execution of project cybersecurity elements across programs and services. Works closely with the Security, Architecture and CTO as key stakeholders to plan, develop, and implement mission critical security projects within established deadlines and budget while delivering upon the specified project goals and value delivery statements. This position ensures the project meets the business and technical requirements.

Responsibilities include working with multiple security, IT and engineering leadership/stakeholders and a variety of security, IT and engineering technical resources to identify and plan physical and cybersecurity work to meet/exceed the county's defined initiatives. This includes providing leadership, consultation and oversight of both internal and external-facing statewide security projects, collaboration with highly technical project team members, managing project activities, developing measureable project goals and objectives and monitoring progress toward achievement.

Deliverables include, but are not limited to, creating work breakdown structures (WBS), project plans, project cost estimates, project recommendations, status reports, scorecards, and executive presentations.

Required Qualifications:

  • Five (5) years of experience providing customer or technical support in Information Technology through: consulting, analysing, designing, programming, installing and/or maintaining computer software, applications and/or hardware.
  • Five (5) years of experience managing information security, and/or cybersecurity projects and programs.
  • Manage multiple projects with broad scope, ambiguity, and high degree of difficulty
  • Expert in demonstrating proficiency in a wide range of information IT security technologies, Embedded security, and platforms.
  • Expert with a high level of analytical ability where problems are typically unusual and difficult - gather and interpret complex qualitative or quantitative data
  • Maintain a working knowledge of cybersecurity principles and elements
  • Understand enterprise program structure, launch plan and timing, and program ownership with multiple stakeholders
  • Proficiency in advanced project leadership skills, demonstrated by project management or project lead experience and/or education; including all aspects of process development and execution.
  • Thorough knowledge of project management theory, concepts and principles including project risk management, constraint management, project scope management, project management life cycle etc.
  • Demonstrated record of successful project management of large scale projects with multiple complexities
  • Demonstrated ability to create comprehensive project schedules which identify time frames for key project milestones
  • Demonstrated ability to work effectively and cooperatively with fellow employees, peers from other teams and/or parts of the organization and occasionally external customers
  • Strong skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources at the department level
  • Experience at working both independently and in a team-oriented, collaborative environment is essential
  • Excellent written and verbal communication skill- Must have 5 or more years experience managing projects with C-Level Sponsorship that are sensitive in nature, confidential, or restricted.

Desired Qualifications:

  • Bachelor's Degree with emphasis in computer science, or related field.
  • Candidates with subject-matter expertise in at least two of the following areas are desirable: Information technology management, systems administration, training, software development, contract management and proposal development, budgeting, project management, value delivery proposition
  • In-depth knowledge of: network engineering, design and architectures; applicable security practices and laws pertaining to data privacy and protection; the shared State Governmental Network or similar network.
  • Project management certification such as Project Management Professional (PMP)
  • Security Certification such as CISM, CISSP
